Measure, which was motivated by the murder of the former general delegate, extends protection to former representatives of sensitive areas and their families
The governor of São Paulo, Tarcísio de Freitassanctioned this Tuesday (17) the Complementary Law “Delegate Ruy Ferraz Fontes”which provides for the provision of escort and personal security for authorities, former authorities and their families exposed to fighting organized crime.
The proposal, presented by deputies Delegate Olim (PP), Captain Telhada (PP), Gil Diniz (PL) e Altair Moraes (Republicans), was approved by the Legislative Assembly of the State of São Paulo (Alesp) at the end of 2025.
The law was created after the , on the coast of São Paulo, in September last year.
According to the project justification, the case highlighted a gap in legislation on the protection of authorities after leaving their positions.
“There is a significant weakness in the current model, as there is no legal provision for continued protection after the end of the mandate, which exposes these authorities to the risk of retaliation”, stated Deputy Delegate Olim.
Under the new law, they will have the right to security authorities that act directly in the fight against organized crime. The measure covers positions such as governor, vice-governor, president of the Court of Justice, attorney general of Justice, state secretaries and executives in the areas of Public Security and Penitentiary Administration, in addition to the heads of police forces, such as the general commander of the Military Police and the general delegate of the Civil Police.
The text also determines that the protection will be maintained during the exercise of the function and, in the case of former authorities, it may extend throughout the term of the next government.

Ruy Ferraz Fontes, aged 63, was executed in the late afternoon of September 15 last yearin Vila Caiçara, in Praia Grande. He drove a Fiat Argo when he became chased by criminals in an SUV.

Ruy Ferraz was considered one of the main targets of the PCC due to its role in repressing the faction. At the time of the crime, he was on leave from the Civil Police and held the position of municipal secretary of Administration.
Category entities and the SSP lamented the murder, classifying it as an attack and highlighting the Fontes’ career spanning more than 40 years in the police.
