Flávio Bolsonaro postpones government plan to avoid attacks – 03/18/2026 – Politics

The senator (-RJ) postponed the presidency. The campaign planned to announce the general lines of the program on the 30th, during an event in , but the strategy was reevaluated, according to allies, given its growth in the polls and to prevent the proposals from being used to attack it.

The document will have guidelines for (especially the tax area), education, water security and land. Allies argue, however, that the disclosure only occurs during the period of choosing and registering candidates, between July 20th and August 5th, but this period can still be revised if new fantasies emerge in the pre-campaign that justify the launch of the program.

In the view of campaign members, Flávio is going through a good moment, with an increase in polls and the launch of allied candidates in the states, and that there is no need for a new fact, such as the publication of the program’s guidelines — which could attract market support, but also cause noise.

Initially, the opposition planned to use the government’s plan to show that Flávio is a consistent candidate and that he would come to power more prepared than his father, with a clear program of what would be done in the first days. The example used in the campaign is Javier Milei’s presidency of Argentina, but with a less radical plan.

The government plan would serve, in the PL’s initial vision, to give traction to the pre-candidacy of former president Jair Bolsonaro’s first-born son, who was chosen by his father as successor despite resistance from the center, agribusiness and the financial market, who preferred that the governor of São Paulo, (Republicans), be the right-wing candidate.

The document has been designed for five months, with consultation with experts and formatting by the consultancy GO Associados. The group is led by the senator (PL-RN), coordinated by former Tucano deputy and engineer Eduardo Cury, pre-candidate for federal deputy for PL. The menu lists measures with popular appeal and others with a diagnosis of problems to be faced.

The original idea of ​​the plan, in addition to making electoral promises, is to address difficult issues, such as the Social Security deficit, deficiencies in tax reform and labor legislation, so that the campaign receives approval from the population to propose reforms in these areas if Flávio is elected.

The assessment, however, is that Flávio wants to make his candidacy a fait accompli, which discouraged Tarcísio’s supporters from the idea that the governor could still run for President — the deadline for him to resign from his position with this objective ends on April 4.

Presenting the government plan in this scenario, say two campaign interlocutors, will only result in the pre-candidate being attacked by the PT. One of the examples was the exploitation by the left of statements by Flávio’s campaign coordinator, senator Rogério Marinho (PL-RN), about the need to revisit pension and labor reforms.

“The model is bursting. I can only say that we will have to revisit Social Security. Labor Social Security has to be revisited, because the 2017 reform was mitigated by several court decisions. At the same time, it needs to be updated by technological innovations, by the new forms of work that are growing”, he stated, in .

The speeches were used by left-wing names to sign up for the opposition’s pre-candidacy. “Flávio Bolsonaro’s government plan is to attack workers and retirees”, says one of the deputy leaders of the Lula government in the Chamber, the deputy (PT-RJ), in a video posted on social media.

To avoid giving ammunition to Lula, the campaign coordination decided to postpone the dissemination of the program.

Marinho claims that Lula has not yet presented his plan for a new term. “The minister [do Planejamento] Simone Tebet said in 2025, when presenting the LDO [Lei de Diretrizes Orçamentárias]that the fiscal framework approved in 2023 was already bankrupt and that the government would only publish a new regime after the election. Why do we have to present ours now?” he asks. “One government plan needs to be compared with the other.”

Furthermore, according to campaign interlocutors, the PL pre-candidate has not yet been made aware of all the proposals and only had the first meeting to discuss the government plan on Monday (16). The effort at the moment is to build regional platforms, with the end of the window for choosing a party on the 4th.

The senator’s growth in the polls also caused experts and politicians who were previously “on the fence” to show more willingness to support him. These contributions must also be incorporated into the government plan, which will require more time for discussion.
