C6 Consignado denies irregularities and criticizes INSS suspension

At CPMI, president of the Bank, Artur Azevedo says that services were optional, contests refunds and states that the case is in court

The president of Banco C6 Consignado, Artur Ildefonso Brotto Azevedo, criticized this Thursday (March 19, 2026) the INSS’s decision to suspend the institution’s offer of new ones and to demand the full refund of amounts charged from beneficiaries.

Azevedo was the first representative of a financial institution to testify at the INSS CPMI.

According to him, the bank “has always acted within the rules established by the INSS, the Central Bank and Brazilian legislation” and committed no irregularities. “We strongly disagree with the INSS decision”, he stated.

The executive said that extras such as life insurance and a benefits package with funeral assistance, medical consultations and discounts on pharmacies and exams. According to him, the services were optional, contracted separately from the loan and paid in cash, with no discount on social security benefits.

Azevedo stated that the bank even suspended the offer of these products in November 2025, after a contrary statement from the INSS, although, according to him, there was no explicit regulatory prohibition.

He also criticized the municipality’s decision to order the full refund of the amounts. “It does not seem right to us to return legally contracted amounts, with clear consent from customers.”, these.

According to the executive, the case is already being discussed in court. “We seek the right to return to activities. The Court will determine whether there were irregularities or not, and we will respect the court decision”, he stated.
