Two commissions of inquiry in the National Congress are having difficulty locating businesswoman and influencer Martha Graeff, identified as a central witness in investigations involving businessman Daniel Vorcaro, former controller of Banco Master. The information was verified by CNN Brazil.
The expectation is that Graeff will testify in sequence on both fronts of investigation: at the INSS CPMI, on Monday (23), and at the Senate Organized Crime CPI, on Wednesday (25). So far, however, parliamentarians report that they have not been able to contact the person called.
The influencer’s hearing gained priority after Vorcaro’s absence from the committees. The businessman failed to attend a previous call from the INSS CPMI after a decision by Minister André Mendonça, from the STF, which made his presence optional. A few days later, the founder of Master bank was arrested.
Faced with this scenario, deputies and senators began to rely on the testimony of people close to the businessman to advance the investigation. In Martha’s case, the assessment is that she had direct access to sensitive information.
Conversations obtained by investigations show that Graeff was the recipient of frequent reports from Vorcaro about meetings and contacts with authorities. Part of this material supported the summons requests in the two commissions.
In one of the exchanges, the businessman mentions a meeting with someone identified as “Alexandre Moraes”. “I’m going to meet Alexandre Moraes here close to home”, he wrote. The influencer asks: “What do you mean, love / Is he in Campos??? / Or was he to see you?” Vorcaro responds: “He’s on holiday.”

At another point, after a video call, she asks who the person on the call was. “Who was the first guy,” he wrote. The answer: “Alexandre moraes”.
Other messages indicate meetings with members of the federal government. In December 2024, Vorcaro reported to his then fiancée a meeting with President Luiz Inácio Lula da Silva. “It was great”, he wrote, adding that the conversation was attended by Gabriel Galípolo and three ministers.
Two fronts of investigation
The information shared in conversations is analyzed in different contexts by the committees. The INSS CPMI seeks to clarify possible irregularities related to payroll loans for retirees, while the Organized Crime CPI investigates suspicions of corruption, money laundering and the formation of a criminal organization linked to the Master case.
