Decree changes Coaf to strengthen the fight against organized crime

Measure published on Thursday (26th March) reorganizes the structure of commission positions and trust functions

The president’s government (PT) established the restructuring of the Financial Activities Control Council. The decree was published on Thursday (26.mar.2026) in the Official Gazette of the Union. Leia a (PDF – 450 kB).

The objective of the measure is to expand the reach and effectiveness of Coaf, “especially with regard to the activity of producing financial intelligence to combat organized crime”said Palácio do Planalto in .

The functions of trust in the body were expanded from 39 to 66. The measure also reduced 1 commission position – from 36 to 35. With the restructuring, the total number of public servants will increase from 75 to 101.

The adjustments also cover the internal structure of the body, with updates to competencies and unit names.

Coaf is commanded by , Federal Police delegate. The body is a financial intelligence unit and is administratively linked to the Central Bank – which is chaired by .

In addition to Lula, the president of the BC and the minister (Management and Innovation in Public Services) signed the decree.

Coaf is the Brazilian financial intelligence unit responsible for receiving, examining and identifying suspicious financial transactions. The body works in an integrated manner with institutions such as the PF, Federal Revenue Service and Public Ministry, contributing to asset tracking and supporting investigations. Strengthening its structure expands the Brazilian State’s capacity to confront organized crime and improve mechanisms for preventing and combating financial illicit activities.
