The superintendent of the Secretariat of Union Heritage (SPU) in Acre, Tiago Mourão, announced that he will leave his position to run for a seat in the Legislative Assembly of Acre (Aleac) in the 2026 elections. In an interview with ContilNet This Friday (27), he took stock of the management and highlighted the department’s advances in recent years.

Son of the former deputy and one of the main leaders of the Acre left, Nilson Mourão, Tiago has been at the head of the SPU since 2023, when he was invited by President Luiz Inácio Lula da Silva to take on the position.

Right at the beginning of the interview, Mourão attributed SPU’s greater visibility to the recent work of restructuring and delivering results.

“The Union Heritage Secretariat is one of the oldest in the country, 170 years old. In Acre, for a long time, properties were managed very precariously, mainly due to a lack of structure and sufficient personnel to carry out this work. Furthermore, there is an important historical context, because the state was federal territory and practically all of its territory belonged to the Union. Today, we still have around 80% of these areas under federal control, which requires much more active and organized management.”

According to Mourão, the change in scenario occurred through more technical management and the expansion of the team, in addition to the implementation of federal policies aimed at the allocation of public properties.

“When I took over SPU, I came in with a very administrative vision, of someone who comes from the private sector and needs to generate results. The first thing was to structure the team, bring in more employees and organize the house. From that, we were able to give clear direction for the management of the properties. There was no point in having a huge asset without making it useful, so the idea was precisely to transform these spaces into a direct benefit for the population.”

He also highlighted the impact of the Union’s Property Democratization Program as a fundamental tool in this process.

“We started talking to states, municipalities and also with social movements to understand the real needs of each location. These properties can serve different areas, such as health, education, housing, public security and even culture. So we started to build solutions together with local managers, always thinking about the social use of these spaces, which belong to the population.”

Throughout his administration, Mourão visited all municipalities in Acre to map demands and define the destination of properties.

“I went around the entire state, municipality by municipality, doing a survey as if it were a large real estate company. We arrived in the cities, talked to the mayors, understood the main demands and saw how the Union’s properties could meet that. In some places there was a need for housing, in others for a health unit, administrative center or even tourist spaces. Each place had a different vocation and we tried to respect that.”

As a result, SPU allocated 53 properties between 2023 and 2025, with emphasis on the last year of management.

“In 2023, when I was still adapting, there were six properties. In 2024, we managed to advance and reached 14. In 2025, we did a very strong job and delivered 33 properties. These are spaces destined for schools, daycare centers, health units, police stations, family farming projects and several other areas. It was a significant volume of deliveries that had been held up for a long time.”

Regarding the controversy involving the Exhibition Park, Mourão minimized the situation and stated that there was no institutional conflict.

“The park is a Union space and is available to any person or entity that wants to use it, as long as they follow the legal procedures. There is a deadline to request a reservation and, in the case of last year, when the government approached the SPU, a reservation had already been made for the period. It was an administrative disagreement, nothing more. We managed to adjust the situation so that the event could take place, without any major problems.”

He reinforced that the relationship with the state government has always been institutional and frictionless.

“I have always treated all federative entities with great respect, regardless of ideological position. There has never been any type of difficulty in this regard. The park continues to be available, as are other Union properties. It is up to interested parties to make the request within the deadline and follow the procedures.”

Legacy

When talking about the legacy he intends to leave at SPU, Mourão highlighted the appreciation of public heritage and the change in the logic of using these spaces.

“I believe that the main legacy is precisely the change in mentality regarding the Union’s properties. Before, many were abandoned, with no social function. Today, we are able to make these spaces useful, making them directly serve the population. This brings dignity, improves services and also strengthens public management.”

He also pointed out land regularization as one of the main challenges that need to be continued.

“Land regularization is a fundamental step towards development. There are many already consolidated neighborhoods in areas of the Union that do not yet have this regularization. When you resolve this, families now have legal security, are able to access credit, invest in their own home and boost the local economy. It is a cycle of development that needs to continue.”

In the social area, Mourão highlighted initiatives aimed at populations in vulnerable situations, reinforcing the role of SPU as a project facilitator.

“Any public policy needs a physical space to take place. SPU does exactly that, providing the place for these projects to get off the ground. We have already supported initiatives to combat hunger, social assistance and support families in vulnerable situations. But it is not enough to just deliver the space, we need to work together with other bodies to ensure that these actions continue.”

Elections 2026

Regarding the decision to run for a place at Aleac, Mourão stated that family influence played a role, but that experience in public management was decisive.

“Without a doubt, my father was a great inspiration, I grew up in this political environment, seeing his work and that of other leaders up close. But this decision also depends a lot on the experience I had at SPU, the results we were able to deliver and the perception that I can contribute even more. There is also a natural process of renewal within the party, and I place myself as part of this movement.”

Finally, he highlighted that he intends to act as a bridge between Acre and the federal government, if elected.

“I believe that I can contribute a lot to the development of Acre, especially through this dialogue with Brasília. We have an important window of opportunities, with investments and projects that can reach the state. The idea is precisely to help enhance this, seeking solutions that bring economic growth and improved lives for the population. I am excited about this challenge.”
