The Minister of Labor and Employment, Luiz Marinho, said this Tuesday (March 31, 2026) that the regulation that allows the use of the FGTS (Service Time Guarantee Fund) as a guarantee for Workers’ Credit comes out in June.
The Workers’ Credit was created by the government (PT) to reduce interest rates for private sector workers. It was in March 2025, but it was not fully implemented.
The regulation that allows the use of FGTS as a guarantee for payroll loans has not been approved. Marinho declared that AEO is developing the system that will allow connectivity and operationalization of resources with banks and employers.
The Ministry of Labor and Employment in January that the Worker’s Credit program exceeded R$ 101 billion in payroll loans in Brazil. The initiative totals 17.044 million contracts signed since its launch, on March 21, 2025.
The regulation will allow workers with a formal contract to use 10% of the FGTS balance as a guarantee in payroll-deductible credit operations. The proposal reduces risks for banks, which can charge lower interest rates. The Worker’s Credit was criticized throughout 2025.
Workers will also be able to use the termination fine as a guarantee, which is equivalent to 40% of the FGTS balance, in the event of unfair dismissal.
