Lula signs MP that allocates betting resources to the Federal Police

The president (PT) published Provisional Measure No. 1,348, of 2026, which changes the allocation of resources for sports betting and increases funding for the Federal Police by up to R$200 million.

The MP, published in Official Gazette of the Union on Monday (April 6, 2026), it directs part of the proceeds from so-called bets to Funapol (Fund for the Equipment and Operationalization of the Federal Police’s core activities). Here is it (PDF – 469 kB).

As a general rule, 3% of the net revenue from fixed-odd bets will be allocated to the fund. The measure establishes a transition: in 2026, the percentage will be 1% and, in 2027, 2%. It will be 3% from 2028.

The remainder of the amounts collected will be distributed among various ministries, non-governmental organizations and sports entities, including the National Public Security Fund and Social Security.

Congress must analyze the MP within a maximum of 120 days. If approved, the rule will be converted into law, making the rule definitive.

Funapol

The resources can be used to pay for PF activities, including employee health expenses and payment for extraordinary activities. The MP also allows health aid to be extended to members of the Federal Highway Police and the Federal Criminal Police.

The text also includes the following sources of revenue for the fund:

  • transfers related to the fight against organized crime, coming from federal entities or international organizations; and
  • donations from individuals or companies, national or foreign.
