SP questions federal management on assistive technology – 04/15/2026 – Panel

The government (Republicans) says it is “strange” to see an announcement made by the administration that the federal administration was a pioneer in the creation of a research center in assistive technology, dedicated to the disabled population, in the country.

According to the State Secretariat for the Rights of Persons with Disabilities, a structured policy on the topic has already existed in the state since 2024.

Last week, the Ministry of Science, Technology and Innovation (MCTI) announced the creation of the country’s first Assistive Technology Research Center (Capta), based at the Benjamin Constant Institute (IBC), in Rio de Janeiro.

The Tarcísio administration, however, states that it has implemented Science for Development Centers (CCDs) specifically focused on assistive technology.

The state government cites Tecvida, from the University of (USP), the Multidisciplinary Center from the Universidade Estadual Paulista (Unesp) and the Center for Assistive Technology in Libras from the State University of Campinas (Unicamp).

According to the ministry, last Thursday (9), four new CCDs were presented, the result of a partnership with the São Paulo State Research Support Foundation (Fapesp) and the launch of a notice for the creation of four more.

“In view of this, it is surprising that the federal government disregards already consolidated and widely recognized initiatives. São Paulo’s leading role in the area is the result of planning, continuous investment and real commitment to innovation and inclusion”, he states.

In a statement, the Ministry of Science and Technology stated that the center launched last week is the first center delivered as a result of one of the ministry’s commitments made under the Novo Viver Sem Limites program. “Another three centers should be launched in 2026, one in the Federal District, one in Rio Grande do Sul and one in Ceará”, he declared.

According to the ministry, the centers are pioneers in their structuring and operating format. “The units are structured into four dimensions: technological showcase; training and guidance; reception of research and innovation demands; and adjustment, improvement and customization workshop.

“They consolidate themselves as a strategic showcase of innovation by transforming MCTI’s academic knowledge and investments into tangible solutions that impact human dignity.”
