PT meets to incorporate ‘judicial reform’ into party program

Amidst the attempt by government members and President Luiz Inácio Lula da Silva to move away from the crisis of the Federal Supreme Court (STF), accentuated by the progress of investigations into the Master case, the PT must incorporate into its party program guidelines that guide reform of the Judiciary. The topic is detailed in a draft of the party’s new political project that will be presented during the week at the party’s 8th National Congress.

The document provides, among other measures, for the development of rules of conduct for higher courts and expressly cites the STF.

One of the items is “to establish and improve codes of ethics and conduct within the scope of higher courts, including the Federal Supreme Court, ensuring clear standards of integrity, transparency and institutional responsibility”.

There is also a defense of strengthening “internal self-correction and accountability mechanisms in the Judiciary, preserving its autonomy, but guaranteeing republican control and public trust”.

The position will be analyzed after members of the government and party discuss the scope of the issue during the election period. There is fear that the opposition could exploit the behavior of two ministers to undermine Lula’s re-election campaign.

Alexandre de Moraes, praised in this third term by the PT member for having led the process of the coup plot, has been questioned about his wife’s business. Viviane Barci de Moraes’ office received at least R$80 million from the bank to provide legal and compliance services.

“The strengthening of control bodies must go hand in hand with the democratization and reform of the Judiciary, ensuring greater transparency, institutional responsibility and commitment to the Constitution”, highlights the PT document.

According to the text, the country’s recent experience has demonstrated that “the political use of the justice system weakens democracy, compromises the credibility of institutions and can be as harmful as the practices it intends to combat.”

The new program was prepared by a commission coordinated by José Dirceu and aims to outline a strategy for militancy. The project emphatically defends the need to deepen the strengthening of democracy.

The text also states that the government faces a complex context with weakened institutions, high interest rates and the expansion of organized crime.

In the document, the PT reaffirms its commitment to the growth-inducing State, highlighting the use of public banks in expanding productive credit and likewise the actions of state-owned companies to leverage development, industry and energy sovereignty.

The PT also cites the adverse external scenario and the effects of wars on Brazil, stating that the country must “articulate its foreign policy to a development strategy that strengthens its autonomy in the oil and gas sectors, chemical and petrochemical industries”, in addition to diversifying the energy matrix.

“The PT reaffirms its historic position in defense of peace, multilateralism and the primacy of political negotiation, organizations and international laws as the only legitimate paths to resolving conflicts”, says the program.

The text also mentions critical minerals and argues that the country adopts the sharing system, as it did with oil in the exploration of rare earths and uranium.

It also states that the Armed Forces must fulfill their constitutional mission of defending sovereignty, without interference in political life “with full subordination to democratic civil power.”

Another topic covered is public safety. Part of this agenda is the review of the Anti-Faction Law and the Property Forfeiture Law; PEC approval of Public Security; reform of the penitentiary system and civil and military police and creation of the Ministry of Public Security, in addition to the Unified Public Security System.
