Companies linked to the president of Alerj (Legislative Assembly of Rio de Janeiro), (), a pre-candidate for the state government, invested in the purchase of court orders issued in the name of an amnestied political party (1964-1985) and an agent fired from the company on charges of corruption.
The investments are part of those made by Saur Construção, Terraplanagem e Locação Ltda, of which Douglas holds 90% of the company, and by Mical Invest e Participações, owned by Mariana Barbosa, the deputy’s wife. The transactions were revealed last week by Sheet.
In a note, the deputy stated that Saur’s “investment portfolio is defined exclusively by the company’s managing partner and not by the deputy.” it also states that “the aforementioned acquisitions were carried out through an investment office”.
One of the papers acquired by Saur belonged to a 75-year-old woman who had obtained compensation from the courts for torture committed in Goiás during the dictatorship. THE Sheet was unable to reach her to comment on the matter.
According to the decision that granted compensation, the woman was arrested three times during the military regime. The first, at the age of 14 in a school yard, in Goiás, in August 1964. The second, in 1966. The third, in 1972.
According to her report to the Court, in her last arrest, within an Army unit, she was tortured through rape, electric shocks and kicks. The court order issued in the woman’s name is worth, according to the deed signed with Saur, R$917 thousand.
Precatório is a court order issued at the end of an action in which the State was ordered to pay an amount. These securities are sold on the market at prices lower than their real value, due to the delay in payment.
The difference between the face value and the amount actually paid is the profit obtained from the operation. The deeds do not indicate how much was paid for the paper.
The amnesty for victims of the dictatorship is criticized by Bolsonarists. They argue that reparations benefit people who have been involved in terrorist actions, calling reparations a “dictatorship grant.” With the operation, Douglas’ company made an investment with the debt generated by State repression during the period.
Two other court orders acquired by the deputy’s wife’s company belonged to Commissioner Carlos Antônio Torres, dismissed in 2018 from the Rio de Janeiro Civil Police after an investigation by the Unified General Inspectorate. He was the target of an operation by the Public Ministry on suspicion of receiving bribes at the Bangu police station. In the process, he denied the accusations.
In two cases, Torres requested payment for vacations and paid leave not taken between 1983 and 2015. The State Attorney General’s Office even tried to prevent payment of the amounts due to the agent’s involvement in corruption cases.
“The author was fired along with a gang of eight police officers. This is, therefore, a bad element that contaminated the Civil Police for more than thirty years. Such facts rule out the right to compensation, of any nature, as it is immoral to compensate former civil servants who used the public service to commit crimes”, stated the opinion of the Attorney General’s Office.
“It is not credible that a civil servant spent 14 years without taking vacation or insisting on the enjoyment of his rights. Much more likely is that he chose to remain active to carry out the lucrative illegal activities that, ultimately, led to his dismissal.”
The Court of Justice, however, ordered payment through two court orders, one worth R$339 thousand, and the other R$429 thousand. Mical acquired both titles.
All transactions, as the deputy stated, were intermediated by an office that operates in the sector. The information is contained in the scriptures.
This office is looking for those interested in selling the court orders, in order to obtain part of the value more quickly, and those who want to buy, in order to obtain a future return from the transaction. In this way, contact between buyer and seller can only occur when the deal is completed.
