Public safety and the increase in feminicides should be a campaign agenda; Lilac Patrol will be created for exclusive service
The administration of the governor of São Paulo, Tarcísio de Freitas (Republicans), prepares the publication of a package of measures aimed at combating violence against women in the coming weeks. The initiative follows the appointment of the first general commander of the Military Police, Colonel Glauce Cavalli, who takes over the troops in a ceremony this Wednesday (29).
Among the planned measures is the creation of the so-called Lilac Patrolaimed at combating violence against women in São Paulo. The Public Security Secretariat (SSP) completes police vehicles in lilac color, with the aim of facilitating identification and guaranteeing exclusive action in this type of incident.
To make the service viable, the government authorized the creation of 10 thousand DEJEM vacancies (Special Daily Allowance for Extraordinary Military Police Work Days)), aimed at volunteer police officers — men and women — who will be able to work on days off with extra pay.
According to interlocutors, the The inclusion of male police officers in the service has two objectives: expand response capacity in more violent situations involving aggressors and accelerate the filling of available vacancies.
The objective is to cover a demand for around a thousand daily calls related to violence against women that today are not progressing. Currently, the PM receives approximately 1,500 calls per day, but only a third result in the formalization of Police Reports. The Lilac Patrol must act especially in these incidents, traveling to regions with the highest incidence to identify causes and prevent new episodes of violence.
Other planned measures include the monitoring women victims of aggressors who use electronic ankle braceletsa — currently around 250 cases in the state. These victims will now be accompanied by patrols.
Furthermore, the “Safe Woman” app must gain a “protector” function, allowing the victim to nominate a trusted person for direct contact with the police in emergency situations or when they cannot be located.
Electoral focus
The appointment of Colonel Glauce Cavalli and the reinforcement of policies to combat violence against women occur amid the increase in feminicide cases in São Paulo and on the eve of the elections. The issue should gain centrality in the dispute, with the opposition preparing criticisms of management in the area of public security.
The former minister intends to tackle sensitive topicsincluding reports of excessive police approaches and possible infiltration by criminal organizations.
At the end of March, the São Paulo government announced the creation of a task force to expand the protection network for women and contain the spread of femicides. The initiative brings together the state Executive, the Court of Justice, the Public Ministry, the Court of Auditors and the Public Defender’s Office.
According to management, there are studies to create a department specialized in investigating crimes against womenalong the lines of a possible “Women’s DHPP”, with integrated action.
