Brussels opens proceedings against Portugal for failing to carry out a road assessment of the main national roads

Also missing are Belgium and France, which, like Portugal, “had to carry out the road safety assessment of the entire network by 2024 and report to the Commission by 31 October 2025 on the safety rating of their road network.”

This Wednesday, the European Commission opened an infringement procedure against Portugal, Belgium and France for failing to carry out a road safety assessment on the main national roads, giving them two months to carry it out.

In the April package of infringements, the European Commission says it sent a formal notification letter to Portugal, Belgium and France for “failing to carry out the road safety assessment of the entire network nor communicate the results to the Commission”.

The European Commission recalls that a European directive on the safety of road infrastructure applies to motorways, main roads connecting large cities or regions, as well as “all interurban roads financed by the EU”.

According to the executive, under this directive, Member States “had to carry out a road safety assessment of the entire network by 2024 and submit reports to the Commission by October 31, 2025 on the safety classification of their road network”.

“France and Portugal did not send reports relating to their networks, as required by the directive, while Belgium sent only partial results”, indicates the executive.

Therefore, the European Commission decided to send formal notification letters to the three countries, which now have “two months to respond and correct the flaws highlighted”.

“In the absence of satisfactory responses, the Commission may decide to issue reasoned opinions”, the second step of an infringement process, indicates the executive.
