Ciro Nogueira criticizes Desenrola and Planalto’s “fiscal lack of control”

President of the PP questions the launch of 2 debt renegotiation programs in Lula’s single term

The senator (PP-PI) criticized the federal government this Tuesday (May 5, 2026). The national president of Progressistas questioned the need for a 2nd edition of the measure during the president’s (PT) term and stated that the initiative does not solve structural problems in the Brazilian economy.

The congressman stated that the launch of a new version of the program highlights flaws in government management. According to him, the federal administration did not implement preventive policies to avoid population debt.

“If the government launches two ‘Desenrola’ in the space of just one mandate, it is because it failed to do its part to prevent Brazilians from getting tangled up in the first place”wrote the senator on the social network X.

Nogueira linked the government’s fiscal policy to inflation and high interest rates. The senator stated that public spending puts pressure on prices, keeps interest rates at high levels and reduces the population’s purchasing power.

“Planalto’s lack of fiscal control is not only harmful because of the bad example that comes from above. The policy of unrestrained spending creates escalating prices, which keeps interest rates high, increasingly compressing Brazilians’ income. Until it tackles the real problem, the government is just drying up the ice while waiting for Desenrola 3.0, which will certainly come”, said Ciro Nogueira.

2ND PHASE UNLOCKS

The president Lula signed, on Monday (May 4, 2026), the provisional measure of Desenrola 2.0. The 2nd phase of the debt renegotiation program covers 4 categories: companies, students from Fies (Student Financing Fund), rural entrepreneurs and families — a group considered the flagship of the measure.

Among the new features of the new phase of the program are the inclusion of student debts, whichthe increase in the grace period, the term of operations and tolerance for delays for companies, in addition to the extension of the term of Desenrola Rural.

COMPANIES

Micro-enterprises (with annual revenue of up to R$360,000) will be able to use resources from Procred or FGO (Operations Guarantee Fund). They will have a maximum grace period of 24 months, a maximum operating period of 96 months and a 90-day delay tolerance for granting new credits.

Furthermore, there was an increase in the total credit value from 30% of revenue (with a ceiling of R$150 thousand) to 50% (with a ceiling of R$180 thousand). In companies led by women, the limit reaches 60% of revenue (with a ceiling of R$180,000).

Micro and small companies (with annual revenue of up to R$4.8 million) will be able to use resources from Pronamp or FGO. The conditions are the same as for micro-enterprises. The difference is in the increase in the value of the credit, from R$250 thousand to R$500 thousand.

FIES

For Fies, the program serves students enrolled or not in CadÚnico with outstanding debts of 90 days to more than 1 year.

For debts overdue for more than 90 days, payment can be made in cash, with a discount on all interest and fines and 12% of the principal, or in installments in up to 150 installments, with a discount on interest and fines.

For students outside CadÚnico, debts unpaid for more than 1 year have a discount of up to 77%, including principal, interest and fine, with full payment of the outstanding balance.

For those registered with CadÚnico, there is a discount of up to 99%, also with full payment of the outstanding balance.

RURAL ENTREPRENEURS

For rural entrepreneurs, the Desenrola Rural deadline was extended. The expectation is that the measure will reach an additional 800,000 family farmers — that is, 1.3 million people.

FAMILIES

The program includes families with an income of up to 5 minimum wages, with outstanding debts of 90 days to 2 years and incurred until January 31, 2026.

Debits will have discounts of 30% to 90%, with a maximum interest rate of 1.99% per month and a term of up to 48 months. There will be a period of up to 35 days to pay the 1st installment.

Anyone who joins the program will have their CPF blocked in online betting houses for up to 1 year.

UNROLL

The 1st phase of Desenrola was announced in 2024 and benefited more than 15 million people with the renegotiation of R$53 billion in debt. According to the Ministry of Finance, there was a drop in defaults at the time.

Despite this, a Serasa survey shows that 82.8 million Brazilians were negative in March.
