A study by CBIC (Brazilian Chamber of Construction Industry) points out that the end of the project could make popular works in the country more expensive and, therefore, reduce the number of deliveries under Minha Casa, Minha Vida.
The study highlights the impacts of reducing working hours. The proposal provides for a reduction from 44 hours to 40 hours a week without salary reduction.
CBIC’s projection is that they will increase by up to 15%, with an estimated impact of more than R$20 billion per year. The effect should be even stronger in the popular housing sector since in this type of project, labor represents 60% of the total cost.
The entity estimates that the end of 6×1 represents a drop of almost 600 thousand hours of work in the year and that, for this, it would be necessary to hire around 288 thousand new workers as compensation.
The problem pointed out by experts is that in a scenario of full employment there is little chance of hiring qualified workers. Therefore, the estimate is for longer works, with fewer deliveries.
“Not to mention the longer time needed to complete works and the smaller supply of properties, including for the lowest-income population, which could have a direct impact on the housing deficit”, says the study.
Tax specialist Menndel Macedo, member of the CBIC legal council, says that the impact is not limited to the direct cost.
“Longer work costs more. And, in the case of , the space to absorb this increase is limited. The result tends to be an adjustment in the number of units or in the viability of new projects,” he told the Panel.
