Project suspends rural debts for 36 months due to El Niño

Text benefits producers affected by drought or rain; The proposal will still go through other committees in the Chamber

The Agriculture, Livestock, Supply and Rural Development Committee approved PL (bill) that suspends, for 36 months, the collection of agricultural financing and loans contracted by rural producers in regions affected by the El Niño phenomenon.

According to the proposal, loan payments from the following rural credit programs are suspended:

  • Incentive Program for Irrigation and Production in a Protected Environment (Moderinfra);
  • Program to Incentive Technological Innovation in Agricultural Production (Inovagro);
  • Cooperative development program to add value to agricultural production (Prodecoop);
  • Family Farming Strengthening Program (Pronaf);
  • National Support Program for Medium Rural Producers (Pronamp);
  • Capitalization Program for Agricultural Production Cooperatives (BNDES – Procap-Agro);
  • BNDES – Agro;
  • BB – Investe Agro;
  • Livestock Cost Financing.

BENEFIT EXPANSION

Payment must be resumed 12 months after the end of the suspension in 3 annual installments.

The rapporteur, deputy (PL-PE), presented a substitute that expanded the scope of the original project – PL 2,062 of 2024, by the deputy (Republicanos-BA). The initial proposal stipulated the benefit only for producers in the region comprising the states of Maranhão, Tocantins, Piauí and Bahia (Matopiba).

The new text extends the measure to all producers in states affected by drought or extreme rain.

According to the rapporteur, the measure is necessary to avoid losses in the food supply and guarantee the economic stability of the sector. “It is a transitional instrument, targeted and proportional to the severity of the situation faced”he highlighted.

WEATHER FORECAST

According to a bulletin from the USA (United States) Noaa (National Oceanic and Atmospheric Agency), released on March 13, there is a 62% probability of the El Niño phenomenon establishing itself in the quarter from June to August this year. From August onwards, the chance increases, with a probability of over 80% by the end of 2026.

The proposal will also be analyzed, conclusively, by the Finance and Taxation committees; and Constitution and Justice and Citizenship.

To become law, the text must be approved by the Chamber and the Senate.
