Compliance Zero fugitive is arrested in Dubai, says PF

Investigated for working in a cyber group linked to the institution, Victor Sedlmaier is deported and lands in Guarulhos

The Federal Police announced this Saturday (May 16, 2026) the arrest of fugitive Victor Lima Sedlmaier, target of the 6th phase of Operation Compliance Zero. The arrest warrant by Federal Supreme Court Minister André Mendonça. Sedlmaier was arrested this Saturday (May 16, 2026) in Dubai (United Arab Emirates). Read (PDF – 278 kB).

The operation investigates Banco Master. The financial institution is suspected of participating in a criminal organization responsible for billion-dollar fraud. The PF investigates possible intimidation, illegal monitoring, cyber attacks and obtaining confidential data against opponents and journalists.

Sedlmaier is suspected of being part of “Os Meninos”, a group of hackers specializing in cybercrime. The team would operate under the command of Daniel Vorcaro, founder of Banco Master. In addition to Sedlmaier, Rodrigo Pimenta Franco Avelar Campos and David Henrique Alves, appointed by the corporation as the leader, would be part of the group.

According to the PF, the arrest was made possible by international cooperation with the Dubai authorities. Sedlmaier was prevented from entering the Arab country and immediately deported. He arrived in Brazil on Saturday night, via Guarulhos International Airport (SP), where the warrant was executed by federal agents.

On Saturday night (16/5), the Federal Police arrested a person being investigated as part of the 6th phase of Operation Compliance Zero, after his deportation from Dubai, in the United Arab Emirates, to Brazil.

Due to the existence of an arrest warrant issued by the Federal Supreme Court, the Federal Police activated international police cooperation mechanisms with the authorities of that country, which resulted in the defendant’s non-admission and his immediate deportation to Brazil

The suspect landed at Guarulhos/SP International Airport, where the arrest warrant was served by Federal Police teams.
