President of the Assembly of the Republic accumulates the salary of President of the Assembly with a CPAS pension. “The non-accumulation regime provided for by law applies to public pensions, in a context of containing public spending and limiting accumulation between public remuneration and public pensions”, he explains.
José Pedro Aguiar Branco, president of the Assembly of the Republic, accumulates the salary corresponding to the position with a pension from the Lawyers and Solicitors Pension Fund (CPAS): he receives a total of 13.576 euros gross per month.
The news, released this Sunday by , points to 9576 euros gross per month relating to the salary and representation expenses paid by Parliament with a pension of around 4000 euros gross.
The accumulation appears in the amended income declaration submitted by Aguiar Branco to the Entity for Transparency at the end of December 2025. In this document, income from dependent work paid by the Assembly of the Republic in the amount of 90,912 euros gross, as well as pension income in the amount of 55,966 euros gross, are declared. The entity paying the pension is not identified in the declaration.
Asked about the situation, the President of Parliament says that the pension is paid by CPASwhich he described as an autonomous pension scheme for lawyers and solicitors. Aguiar Branco argues that this scheme is financed exclusively by private contributions from beneficiaries, has its own management and is legally distinct from public pension schemes, not representing any burden on the State Budget.
“The non-accumulation regime provided for by law applies to public pensions, in a context of containing public expenditure and limiting accumulation between public remuneration and public pensions”, he told CM. “If a public CGA pension were at stake [Caixa Geral de Aposentações] or Social Security, accumulation would not be legally possible.”
According to the leader of the Assembly, the legal limitation on the accumulation between public remuneration and pensions applies only to public pensions. For this reason, it maintains that the CPAS is not part of this incompatibility regime.
Since taking office as president of the Assembly of the Republic, on March 27, 2024, Aguiar Branco has delivered seven income and asset declarations to the Transparency Entity, five of which relate to changes.
The case comes after, during the 25th of April celebrations this year, Aguiar Branco once again defended the need to discuss without taboos the remuneration of political office holders. On the occasion, he stated that public service must be properly remunerated to attract the best and be accessible to citizens of different economic conditions.
The most recent statement also indicates that Aguiar Branco owns 17 properties, valued at 2.43 million euros, according to Correio da Manhã.
