Congress must overturn this Thursday (21) point-by-point vetoes of the LDO (Budget Guidelines Law) and allow the donation of goods, values or benefits by the public administration during the electoral period, a practice that is prohibited by electoral legislation.
The release of donations benefits municipalities in general and opens loopholes for the payment of non-binding parliamentary amendments, which are subject to restrictions during the campaign period. Furthermore, critics of the project assess that the text is generic and does not define the types of donations allowed.
The text establishes that there must be only one contribution from the municipalities, which can be through another donation or commitment to a specific project.
Furthermore, parliamentarians plan to allow municipalities with up to 65 thousand inhabitants to receive transfers from the Union even if they are in debt, which is also prohibited by the Fiscal Responsibility Law.
The measures that benefit city halls and relax legislation will be voted on in the same week as the March to Brasília in Defense of Municipalities, a time when mayors have more access and exert pressure on parliamentarians.
This is an annual event in which mayors take a tour of Brasília to demand, mainly, the sending of resources to their cities.
The partial vetoes to the LDO were made by Lula (PT) and will be analyzed in a joint session of the , chaired by (-AP). In total, four vetoed sections will be analyzed.
Congressmen must also return to provisions that allow the Union to send resources for the construction and maintenance of state and municipal highways, as long as they are intended for the integration of transport modes or productive flow, and related to the waterway network.
By vetoing the section, the Presidency argued that the measure goes against the public interest and could “mischaracterize the purpose of budgetary programs and actions”.
Under reservation, parliamentarians say that Alcolumbre decided to schedule the Congress session for this week to coincide with the march and give a nod to the mayors.
Party leaders estimate that the vetoes will be overturned to accommodate the parties’ electoral interests, as candidates in the October election need the support of mayors in their political strongholds.
The government will not guide the maintenance of any of the vetoed sections. In the three related to municipalities, there is an agreement for the demolition. On the issue of donations during the election period, there is no agreement, and therefore the Planalto must release the base in the vote.
