Federal Police intercepted messages between Índio do Lixão, one of the heads of the CV, and a former advisor to former deputy TH Joias
Messages obtained by show an alleged exchange of favors between drug trafficker Índio do Lixão, identified as a member of the CV (Comando Vermelho), and the former Secretary of Consumer Defense of the State of Rio de Janeiro, . He was nominated for the position in 2023 by the senator and pre-candidate for President (PL-RJ).
The conversations, obtained by journalist Bruno Lima, took place between Índio do Lixão and a former advisor to former state deputy TH Joias, identified as Dudu. The messages deal with appointment attempts and mention meetings with Gutemberg Fonseca. The records cover the period from May to August 2025.
FIRST CONTACTS
According to a Federal Police report, the first conversation about a meeting with Gutemberg Fonseca took place on May 13, 2025. Índio do Lixão and Dudu call the former secretary “Guto” in the messages.
The drug dealer questioned Dudu’s absence: “Where are you? That way I’ll be weak.” Then he added: “Everyone is here, Guto and everyone. Where are you?”.
Índio do Lixão is appointed by the authorities as one of the heads of the CV.
The following day, May 14, Índio do Lixão informed Dudu that he wanted to report what “the doctor” had said. The two spent 39 minutes on the phone call. At the end of the conversation, the drug dealer asked Dudu to ask Gutemberg Fonseca what he thought of his “attitude”, claiming to have resolved a problem quickly.
MEETING VIDEO
The month after the meeting, Índio do Lixão sent Dudu a video published by Gutemberg Fonseca on Instagram. The content showed a meeting between representatives from the Consumer Protection Secretariat, Procon and Enel.
The dealer wrote: “Merit that comes when I solve something. Then, Enel, Procon and Sedcon meet”.
Dudu replied: “I sent it to Menezes. I said it was cool to have taken you. He still hasn’t responded”.
The Federal Police identified Menezes as Marcos José Menezes, a former Rio de Janeiro City Hall employee from 2020 to 2021. He also served on the state Procon from 2010 to 2020. The body is subordinate to the Consumer Protection Secretariat, headed by Gutemberg Fonseca until April 2025.
TALK ABOUT APPOINTMENT
Marcos José Menezes is mentioned in several messages exchanged between Dudu and Índio do Lixão. The main one occurred in July 2025 and dealt with an appointment allegedly requested by the drug trafficker.
Índio do Lixão wrote: “Appointment question. If he doesn’t go, I’ll go another way already.”.
Dudu replied: “I’ll let him know”.
About an hour later, TH Joias’ former advisor asked for the drug dealer’s identity number. “Let’s get this appointment soon”he wrote.
On August 25, 2025, Índio do Lixão mentioned Gutemberg Fonseca again in a conversation with Dudu. The drug dealer asked the former advisor what he thought about the possibility of the former secretary unlocking an issue that Marcos José Menezes was unable to resolve.
According to the PF, the matter possibly referred to the appointment. “Brother, if Marcos doesn’t resolve it, what do you think, Guto, call Júnior and have a chat?”wrote the dealer.
Dudu replied: “I can talk to him. Talk to Marcos now. Otherwise I’ll call him.” [Gutemberg Fonseca]”.
Two days later, on August 27, messages exchanged between Dudu and Índio do Lixão indicated that Marcos José Menezes had scheduled a meeting. The meeting would be attended by Gutemberg Fonseca and the drug dealer and would be held at Procon’s headquarters. Dudu mediated the meeting and sent the location address to Índio do Lixão.
The Federal Police reported that they were unable to confirm whether the meeting took place. According to the agency, this was due to Marcos José Menezes’ delay in answering Dudu’s calls.
