Desenrola 2.0: understand how to use FGTS balance to renegotiate debts

Workers can now authorize the use of their credit balance Service Time Guarantee Fund (FGTS) to renegotiate debts through the program Unroll 2.0. The value consultation was released this Monday (25) and the government’s expectation is to move until R$8.2 billion in renegotiations.

The modality allows you to use up to 20% of the available FGTS balance or R$ 1 thousandwhichever is greater, to reduce outstanding bank debts. The money does not go into the worker’s account: Caixa Econômica Federal makes the transfer directly to the creditor financial institution.

Who can participate in Desenrola 2.0

The program is aimed at workers with a monthly income of up to five minimum wages, currently at R$8,105.

Bank debts contracted until January 31, 2026 and with a delay of between 91 days and two years can be renegotiated. Add to the list:

credit card
special check
Personal credit (CDC)

According to the federal government, the program offers:

Discount of up to 90% on debt
Interest limited to 1.99% per month
Installment in up to 48 installments
Deadline of up to 35 days to start paying
How much of the FGTS can be used

The worker may use:

Up to 20% of the available FGTS balance; or
Up to R$1,000, whichever is higher.

In practice, Anyone who has R$3,000 in the fund, for example, would have 20%, equivalent to R$600. In this case, you can use R$1,000 because of the minimum value rule.

Active and inactive accounts can be used, with priority given to inactive accounts.

How to authorize the use of FGTS

Authorization is done directly through the official FGTS application.

Step by step

Access the FGTS application
Log in with your CPF and password Gov.br
Click on “New Desenrola Brasil”
Select “Continue”
Go to “Authorize institution”
Read the information about checking your balance
Click “Continue” again
Finish with “I understand”.

After authorization, banks will be able to check the available balance for up to 90 days.

How renegotiation works

After authorization in the application, the worker must look for the bank where the debt is owed and request membership in the program.

According to the Ministry of Labor and Employment, around 10,000 post offices will also be able to receive membership requests.

After negotiation:

The bank will have up to 30 days to formalize the contract;
The information will be recorded in the Box
Caixa will make the payment directly to the financial institution.

What changes for those who use birthday withdrawals

Anyone who joins Desenrola using FGTS will have a temporary suspension of the birthday withdrawal and the contracting of new advances linked to the fund.

The block will remain until the used balance is replenished.

Example: if the worker had R$10,000 in the FGTS and uses R$1,000 in the renegotiation, the birthday withdrawal will only become available again when the balance returns to R$10,000.

Amounts already committed in old advance contracts will continue to be blocked according to the original rules.

Government foresees ‘queue in the use of the fund

The government defined a ceiling of R$8.2 billion for use of FGTS in Desenrola 2.0. According to the Ministry of Finance, the limit was created to preserve the fund’s financial balance.

In practice, requests will be processed in chronological order. If the ceiling is reached, new orders may no longer be fulfilled.

Unlocking FGTS for more than 10 million

In addition to Desenrola, the government brought forward the release of resources to this Monday for 10.5 million workers who joined the birthday withdrawal and were dismissed without cause between 2020 and 2025.

The estimated additional unlocking is R$8.4 billion, with automatic deposit into accounts registered in the FGTS application.

According to the Ministry of Labor, part of the amounts may have temporarily disappeared from the application balance in recent days due to the internal processing of the operation.
