Opposition tries to delay PEC of 6×1 with proposal to extend reduced working hours

The vote on the proposal that reduces the weekly working hours in the Chamber of Deputies reached a new impasse this Wednesday (27), after the PL announced support for the end of the 6×1 scale and signaled the presentation of an amendment defending a model of four days of work and three days of rest.

The movement was interpreted by members of the government base and by the author of the PEC as an attempt by the opposition to prolong the processing of the proposal precisely at the moment when the text was going to be voted on by the special committee.

The leader of the PL in the Chamber, deputy Sóstenes Cavalcante (RJ), stated on the stand that the party intends to vote in favor of the change in the current day, but conditioning support on the inclusion of a highlight with the so-called 4×3 scale.

“Since they want to help the worker, I want to see tomorrow the PT members putting their fingerprints. We are going to vote on the end of the 6×1 scale to approve, preferably, the four-day working day for the worker to rest for three days”, he declared.

The proposal being analyzed by the special committee foresees a gradual reduction in the weekly workload from 44 to 40 hours, within a period of 14 months after the eventual promulgation of the constitutional amendment. The opinion is reported by deputy Leo Prates (Republicanos-BA).

The PEC schedule had already been delayed this week. On Monday (25), after the presentation of the report, a request for review presented by deputy Maurício Marcon (PL-RS) postponed the vote.

To speed up the return of the proposal to the agenda, the Chamber held a flash session this Wednesday lasting just eight minutes, necessary to comply with regulatory requirements. There was no deliberation in the plenary. The only speech was by deputy Jorge Solla (PT-BA), who defended the reduction of working hours.

The expectation of the PEC’s defenders is that, once the stage in the special commission has been overcome, the text will continue this Wednesday for analysis by the Chamber’s plenary.

The PL’s change in stance provoked an immediate reaction from congresswoman Erika Hilton (PSOL-SP), author of the proposal. In an interview with CNN Brazilshe stated that the party has so far acted against the progress of the matter and classified the new strategy as an attempt at controlled political erosion.

“It’s another maneuver by the party that was always against the matter and worked to not advance the text,” he stated.

According to Erika, the issue began to generate social pressure on opposition parliamentarians, especially on social media, which would have led the PL to publicly change its speech without abandoning the strategy of making the process more difficult.

“We will see if they will maintain this position until the end, but this is clearly a maneuver to try to delay the vote that has already been agreed upon,” said the deputy.

Behind the scenes in the Chamber, parliamentarians assess that the presentation of new highlights could expand negotiations around the text and prolong the analysis of the proposal in the plenary, even after progress in the special committee.
