Committee president, Alencar Santana (PT-SP) presided over the session dressed in support of the proposal; opponents criticized action
The president of the special committee that analyzes the PEC (Proposed Amendment to the Constitution) at the end of the 6 x 1 scale, deputy (PT-SP), led this Wednesday (May 27, 2026) the voting session on the report that proposes reducing the weekly working day to 40 hours wearing a t-shirt in support of the proposal. Other t-shirts and stickers were also distributed to congressmen during the session.
Alencar led the meeting in a tone favorable to reducing working hours and stated that opposing congressmen could be convinced to vote in favor of the proposal.
The attitude was criticized by the opposition. The federal deputy (Novo-SC) stated that he considered the stance incompatible with the role of president of the commission.
“I wanted to thank President Alencar, even though I don’t agree with his position. He’s even wearing the t-shirt at the bottom of the scale, which I think is incompatible with his position as president, but at least he doesn’t hide it, it shows”these.

The author of the proposal, deputy (PT-MG), used a similar model, but in yellow. The deputy (PT-ES) wore the same print in white.
The t-shirts were distributed during the session to congressmen such as the deputy (Psol-SP), author of another project on reducing working hours, and the deputy (PT-SP). Vicentinho wore the piece as soon as he received it. Other supporters wore yellow stickers on their suits, like the deputy (PDT-AP).
Red t-shirts with the print “6 X 1” were also sold at the entrance to the Chamber of Deputies.

6 X 1 PROJECT
The special committee began analyzing the report on Monday (May 25, 2026), but from the deputy (PL-RS). The session resumed this Wednesday (May 27, 2026) and the text will then go to the plenary. As it is a PEC (Proposed Amendment to the Constitution), the proposal will need the support of at least 308 deputies in 2 rounds of voting.
The deputy’s report (Republicanos-BA) was presented on Monday (May 25, 2026), after a meeting between the president (PT) and the president of the Chamber, (Republicanos-PB), to define the terms of the text.
The proposal presented extinguishes the current 6 x 1 scale model and establishes the constitutional right to 2 days of rest per week and a maximum working day of 40 hours per week, without salary reduction. Here is the document (PDF – 527 kB).
The text also determines that the implementation of the 40-hour day will not be immediate. According to the proposed schedule, 60 days after the promulgation of the amendment, the maximum allowed working hours will fall from 44 to 42 hours per week.
The 40-hour week regime will come into effect 14 months after the proposal is enacted. The right to 2 days off — one of which is preferably on Sundays — will come into force immediately after the initial period of 60 days of enactment, regardless of the maximum limit of hours worked.
