Government blocks R$ 8.3 billion from the infrastructure area

Cut affects portfolios such as Cities and Transport; measure is part of a total freeze of R$ 23 billion

The federal government blocked R$8.3 billion from the budgets of ministries and regulatory agencies directly linked to the infrastructure sector. The measure is part of the contingency of R$23 billion announced by the Executive last Friday (May 29, 2026). Here is the (PDF – 363 kB) of the blocking document.

IMPACT ON MINISTRIES

The Ministry of Cities was most affected by the measure, with R$3.8 billion blocked in its budget. Next comes the Ministry of Regional Development, with R$2 billion.

At the Ministry of Transport, the contingency amounted to R$1.7 billion. The budget restriction is expected to significantly impact construction works and highway maintenance services throughout this year.

The other ministries in the area registered smaller blockages, due to a significant portion of the investments being under the responsibility of state-owned companies or projects led by the private sector.

Other ministries also had resources blocked:

  • Ports and Airports: R$347 million;
  • Communications: R$51 million;
  • Mines and Energy: R$43 million.

CUT IN REGULATORY AGENCIES

The volume of resources blocked in regulatory agencies linked to infrastructure was close to R$300 million.

The agency with the highest budget retention was ANTT (National Land Transport Agency), with a blockage of R$56.9 million. Together, the authorities linked to the Ministry of Mines and Energy — ANP (National Agency for Petroleum, Natural Gas and Biofuels), Aneel (National Electric Energy Agency) and ANM (National Mining Agency) — had R$95.05 million retained.

The amounts blocked in each agency were:

  • ANTT (Land Transport): R$56.9 million;
  • Anatel (National Telecommunications Agency): R$51.8 million;
  • ANA (National Water and Basic Sanitation Agency): R$44.9 million;
  • ANP (Oil, Natural Gas and Biofuels): R$38.1 million;
  • Aneel (Electricity): R$34.3 million;
  • Anac (National Civil Aviation Agency): R$24 million;
  • ANM (Mining): R$ 22.65 million;
  • Antaq (National Waterway Transport Agency): R$ 14.2 million.
