Ipsos-Ipec: Ciro Gomes leads with 44% of voting intentions for the government of Ceará

The candidate for reelection, Elmano de Freitas (PT), appears with 33% of mentions and Eduardo Girão (NOVO) appears next with 4%

The survey released by Ipsos-Ipec this Wednesday (3) points to an advantage for Ciro Gomes (PSDB) in the dispute for the government of Ceará, with 44% of voting intentions.

The candidate for re-election, Elmano de Freitas (PT), appears next with 33% of mentions. Eduardo Girão (NOVO) has 4% of the responses, while Jarir Pereira (PSOL), Zé Batista (PSTU), Delegado Huggo Leonardo (MISSÃO) and Giovanni Sampaio (PRD), are mentioned with just 1% of the electorate, each. Blanks and nulls make up 7% and undecideds make up 8%.

In the spontaneous question regarding voting intentions for governor, without presenting the names of the candidates, practically six in ten voters (59%) did not mention a possible candidate, a level similar to that of the March survey.

But, among the most remembered names, Ciro Gomes stands out, with 18% and Elmano de Freitas, with 14%. In the previous survey, they were remembered by 12% and 13%, respectively.

Research for the government of Ceará

In the next election, voters must vote for names to fill two vacancies in the Federal Senate. In this context, the research tested three possible scenarios of voting intention to be senator for Ceará and, considering that respondents have the possibility of choosing two names, the sum of the percentages in each of the scenarios reaches 200%.

Rejection

As for those candidates for whom voters would not vote at all, 25% said they would not vote for Captain Wagner for the Senate. There are 23% of those who say they will not vote for Luizianne Lins, 22% for Alcides Fernades, 19% for Eunício Oliveira, 18% for General Theóphilo, the same percentage that would not vote for Priscila Costa at all. The rejection rate for Júnior Mano and Anna Karina is 17%, each, and Cid Gomes is 16%.

Methodology

The Ipsos-Ipec survey interviewed 800 voters in person in 37 municipalities between May 28 and June 1, 2026. The survey was requested by RÁDIO COSTA DO SOL LTDA. The estimated margin of error is 3 percentage points plus or minus on the results found in the total sample and a confidence level of 95%. The study is registered with the Regional Electoral Court under protocol No. CE04828/2026 and with the Superior Electoral Court under protocol No. BR‐00962/2026.
