They have been widely rejected he and the Department of Education of the Generalitat of Catalonia, and which implies a salary increase of 400 euros per month within four years or incorporating 6,400 staff in that same period. to teachers, and ending this Thursday, 60,686 teachers have voted, which represents 61% of the census. Of these, 39,502 have voted no (65% of voters), while 21,184 have endorsed the pact.
“We have listened to the voice of the collective, they have said no to a pre-agreement that they consider insufficient and we will act accordingly,” said Ustec spokesperson Iolanda Segura, who has already announced new strikes for next week, which must now be agreed upon with the unions that were against the pre-agreement. For Segura, the failure of the negotiations lies in the pact signed in March with CC OO and UGT. “The main problem has been to focus the negotiation within the framework of the March agreement, which had already been rejected by the teachers. The Generalitat has tried to save the furniture of this agreement, but it has been an impediment to moving further.” Ustec demands that Education begin talks this Friday, while announcing that new consultations will be made with teachers to redo the list of demands, as well as to test the follow-up that new mobilizations would have, including a possible indefinite strike.
From the CGT they have celebrated the “conclusive no” and have asked for the “immediate dismissal” of the Minister of Education, Esther Niubó. “They have tried twice and they have not succeeded. We have been warning for weeks that this is not going to convince the unions, but rather the teachers,” said Laura Gené, general secretary of CGT Ensenyament.
The consultation was promoted by the unions Ustec, CGT and Intersindical. The survey has been passed to more than 99,000 teachers in public schools and institutes, despite the fact that the measures also affect the concerted one. The Secondary Teachers union (Aspepc) has also consulted teachers, but only its members, while the CGT has also done the same with educational support personnel (PAE).
However, the campaign carried out this week has been divergent, after union unity was broken last Friday among the entities promoting the last four weeks of strike. On the one hand, the two majority unions (Ustec and Aspepc) have asked teachers for a positive vote on Friday’s pre-agreement, while CGT and Intersindical have defended the no. CC OO and UGT have chosen not to consult or campaign for either of the two options.
In March, after the signing of the controversial educational pact with CC OO and UGT, the rest of the unions promoted a consultation to find out the position of teachers. So, the survey was sent to 83,000 teachers and just over half, 43,000, responded.
The pre-agreement closed on Friday complements and expands minorities in education, and represents an investment of 2,000 million euros in four years, to which . The document, signed by Ustec, Aspepc, UGT and CC OO, includes the creation of a new salary supplement, called the teacher improvement supplement, which all teachers will receive starting in 2026 and will be 50 euros per month for the first two years, but will reach 173 euros in 2029. Added to this is the increase of 210 euros, also to be reached that year, in the regional supplement. This implies that teachers will earn, four years from now, almost 400 euros more per month, a figure that exceeds 600 if state increases are added. The return of the debt of the six-year terms (shortened in 2012) was also agreed upon, over a period of five years.
Likewise, the pre-agreement contemplates the incorporation of 6,413 teachers and educators to serve students with special needs during the next four years or the call for 5,000 secondary school professor positions during the next two years.
After the pre-agreement, the majority unions planned between Monday and Thursday – which CGT and Intersindical maintained -, waiting for the result of the consultation to know what to do with the general educational strike called for this Friday and which puts the finishing touch to four weeks of continuous strikes. Ustec already warned on Saturday that, following the example of the Valencian Community.
But the protests will not end this Friday, since CGT and Intersindical plan to resume actions in relevant events, or the start of the Tour de France. They have also announced mobilizations for the start of the course in September.
