The opposition’s attempt to build an alternative to the PEC at the end of the 6×1 scale began to face resistance within the Senate itself. After a mobilization of unions and criticism that gained strength on social media, parliamentarians began to withdraw support from the proposal articulated by the opposition leader, senator Rogério Marinho (PL-RN).
The movement occurs a few days after the Chamber of Deputies approved the PEC that reduces the weekly working hours and establishes two days of paid rest. While the text is being analyzed by the Senate, the opposition sought to advance a competing proposal based on greater flexibility in labor relations and remuneration per hour worked.
The strategy, however, encountered difficulties in sustaining itself politically. Left-wing parliamentarians began to associate the initiative with a possible extension of the working day, dubbing the proposal “PEC on the 7×0 scale”. At the same time, union leaders began an offensive against senators’ offices to try to dismantle the base of support for the text.
Melee in the states
Since the beginning of the week, trade unions have intensified conversations with parliamentarians in several states, arguing that the proposal would weaken unions’ participation in labor negotiations.
The pressure produced the first results. One of the most emblematic cases was that of senator Zequinha Marinho (Podemos-PA), who publicly announced the withdrawal of his signature after becoming aware of points in the text.
“I have just received information that the PEC is withdrawing the union’s presence from the negotiations and we cannot admit that,” said the parliamentarian in a video posted on social media.

The change of position occurred despite Rogério Marinho having already managed to gather support from approximately half of the House’s members to present the proposal.
Retreat even reaches allies on the right
The wear and tear was not restricted to centrist parliamentarians. Senator Cleitinho (Republicanos-MG), frequently aligned with the agendas defended by the opposition, also decided to withdraw his signature.
In the plenary, he stated that he will continue to defend the end of the 6×1 scale, but through the proposal approved by the Chamber.
“I’ve been saying here for two years that I want to end the end of the scale. So I’m taking my signature”, he declared.
Another retreat came from Senator Romário (PL-RJ). In a post on social media, the former player stated that he had reconsidered his position after following the popular reaction to the text.
“I understand that many people saw the text as something harmful to Brazilian workers. And, if people understand it that way, it doesn’t make sense for me to continue with it”, he wrote.
