The mayor of São José dos Campos (SP), Anderson Farias Ferreira (PSD), is the target of a civil action for administrative improbity, accused of affective nepotism when he successively appointed nurse Milena Guimarães Coelho to commissioned positions.
In a 24-page document, prosecutor Ana Cristina Ioriatti Chami maintains that Anderson and Milena have a romantic relationship and asks for the annulment of the acts of appointment, the breaking of the couple’s banking secrecy, the sentencing of both to the suspension of political rights and the payment of a fine.
“I received with absolute indignation the present action proposed by the Public Ministry, considering that at no time did I commit any irregularity or illegality”, reacted the mayor.
Anderson said he reaffirms his complete confidence in Justice. “I clarify that I will be fully aware of the process, adopting all appropriate measures to properly defend the truth.”
According to the Public Ministry, the case indicates a typical situation of circumvention of the principles of morality and impersonality, consisting of Milena’s appointments in the context of an intimate relationship with the head of the Executive, current municipal mayor.
The action shows that Milena has already held several commissioned positions, supposedly favored by her personal proximity of an intimate nature with the mayor, the appointing authority, a notorious circumstance in the administrative environment, functioning as a factor of protection and privilege.

This situation, in the assessment of prosecutor Ana Cristina Ioriatti Chami, characterizes inappropriate nepotism, in violation of Binding Precedent 13 and the principles of article 37 of the Constitution. “There is evidence that the appointments of Mrs. Milena Guimarães Coelho in the public administration of São José dos Campos were carried out simultaneously with her emotional relationship with the mayor, and that they maintained an adulterous relationship, imposing nullity of the acts of appointment and liability for explicit improbity”, highlights the prosecutor.
The case was revealed amid a dispute between Milena and Sheila Cristina Thomaz Ferreira, the mayor’s wife. Milena says that, when she took on the role of director of the Department of Health Surveillance, Sheila began to persecute her, going to her workplace to expose the declarant, who managed to leave the place and even so she entered her office.
Sheila would have produced a dossier against Milena with untrue facts, placing people to take photos of the declarant wherever she goes, at home, at work and anywhere else she is, and this dossier would be for the declarant to be fired. Estadão seeks contact with Sheila. The space is open.
