The controversy that Brazil ignored on the networks until it could no longer

There is a category of debate that divides Brazil in half, mobilizes entire families, occupies decades of legislative agenda and still disappears on social media. The age of criminal responsibility is this debate.

Between June 1st and 8th, while the PEC that reduces the age of criminal responsibility advanced in the Chamber of Deputies, there was minimal movement on X/Twitter.

The peak of this period was 60 mentionson the 8th.

The voucher was on the 1st: two mentions. About one of the most controversial issues in Brazilian legislative history. The number is low, but it deserves attention: in Brazil, themes that do not find organized resistance on the networks advance with less friction.

On June 10, after approval by a special committee, the topic was raised to 1,460 mentions in 24 hours. A real explosion, but late. And small compared to what the theme deserved to be, and what it was in other times.

The lowest impact of the series: what this number reveals

Over the past few months, this column has analyzed several topics through Claritor. The age of criminal responsibility had the smallest impact of all:

  • Neymar called up: 630 million impacts
  • Ypê and detergent: 271 million
  • 6×1 scale: 70 million
  • Criminal majority: 4.4 million

The comparison is brutal. than a constitutional change that affects the entire criminal system. The call-up of a football player generated 143 times more.

But the number alone is not the story. The story is how these 4.4 million were distributed: invisible for 12 days, concentrated in less than 48 hours. Brazil did not debate the age of criminal responsibility online; it only reflected the result of the vote.

Twelve days of silence before the noise

Claritor’s timeline documents something rare: a topic of high political temperature that simply does not heat up on the networks until the fait accompli.

Between May 28th and June 8th, daily mentions fluctuated between 2 and 60.

No anticipated peak, no prior mobilization, no debate that preceded the vote as happened, for example, with the 6×1 scale. There, there were 17 days of continuous burning before the commission’s decision. Here, 12 days of cold embers.

On June 9th, the curve started to move: 236 mentions. On the 10th, approval arrived and X/Twitter responded with 1,460 mentions e 3.4 million reachmore than 77% of the entire month’s impact in a single day. The digital debate on the age of criminal responsibility did not precede the vote. It happened after her.

The World Cup, the elections and the burial effect

Suppose that the World Cup and the 2026 elections bury other debates is supported by data. @EleicaoBr2026 appears among the profiles with the greatest impact on the 10th, connecting the agenda directly to the electoral calendar.

The @updatecharts account, with 586 thousand followers, published the post with the greatest individual reach of the period: 561 mil views e 579 thousand impactalmost certainly a graph or infographic about voting, the type of content that goes viral in contexts of heated elections.

The international component confirms the burial: only 16 mentions came from outside Brazilrepresenting 0,76% do total.

For comparison, the Ypê controversy had 18.7% international participation and Neymar’s call-up crossed borders with an average impact six times greater than the domestic one.

The age of criminal responsibility has not left Brazil. It was trapped within an ecosystem already saturated by the World Cup and elections.

The debate that does not naturally go viral

But it would be dishonest to attribute the silence solely to external factors. The age of criminal responsibility has a characteristic that differentiates it from all other topics analyzed in this series: it does not produce the type of content that the algorithm distributes.

Ypê had videos of people drinking detergent. The 6×1 scale had workers venting in first person. Neymar had an epic goal every two days.

The age of criminal responsibility has legal arguments, recidivism statistics and constitutional principles. It is a debate that requires reading, not just reaction.

records this pattern in engagement data: the average 1,969 views per mention It is the smallest of the entire series. Each voice that spoke on the topic reached, on average, less than 2 thousand people. On the 6×1 scale, the same metric reached 4,580.

In Neymar’s case, it exceeded 3,000. The density of attention per voice is structurally lower when the topic is institutional and complex.

@NewsLiberdade, @pamcosta21 and the spectrum of the debate

The impact ranking of the 10th offers a portrait of the political spectrum that occupied X/Twitter. @NewsLiberdade dominated the conversation with at least sete posts among those with the greatest reach, accumulating hundreds of thousands of views.

@pamcosta21, with 49 thousand followers, published the most retweeted post of the period: 4.189 retweets, 170 mil views e 18 thousand likes. @TheIncorrupt_ added 2.226 retweets in your most shared post.

On the opposite side of the spectrum, @taliriapetrone, @fernandapsol, @apropriajulia and @PTnaCamara posted with smaller but present impacts.

The debate existed on both sides. What didn’t exist was enough volume for either side to dominate the conversation in a prolonged manner.

The press arrived at the usual pace: Folha, Estadão, G1, CNN Brasil and VEJA published on the 10th, but with modest impacts on the size of these newsrooms.

@G1, with 13.9 million followers, only reached 14.620 views in your best post on the topic. A fact that, alone, says a lot about the size of the public’s organic interest.

The thermometer that the algorithm cannot measure

The 4.4 million impacts of the no mean that Brazil is indifferent to the age of criminal responsibility. They mean that Brazil debates this topic elsewhere: at the dinner table, in WhatsApp groups, in work conversations.

On social media, the topic requires a level of elaboration that the algorithm does not reward and that the fragmented attention of 2026, divided between the World Cup and elections, simply cannot support.

The vote advanced.

The PEC goes to the Chamber plenary. If approved, it will go to the Senate. The road is still long. And the low volume of networks does not mean that the debate will not come. It means that, for now, he has not arrived yet.

Also read:

Agendas that reach the plenary without having gone through the digital court arrive with less wear and tear and less organized resistance.

If the data serves as a political reading, the silence of the networks at this moment is not an obstacle for those who want to advance the agenda. It could be exactly the opposite.
