The rapporteur of Provisional Measure (MP) 1,343/2026 – on the freight floor -, deputy Zé Trovão (PL-SC), included in his opinion a proposal for amnesty for truck drivers and transporters held responsible for road blockages recorded after the second round of the 2022 presidential elections.
“Amnesty is granted to cargo transporters, individuals and legal entities, and to drivers who have been administratively, civilly or criminally penalized as a result of their participation in demonstrations, blockades or related acts that occurred in the national territory in the year 2022”, states the text.
The proposal would cover punishments imposed on self-employed drivers, transporters and cargo transport companies due to their participation in demonstrations and road closures that occurred during that period.
The text determines the cancellation of fines and other sanctions of an administrative and civil nature, in addition to the closure of processes still in progress related to the episodes. The opinion also establishes that the effects of already definitive convictions will be achieved through amnesty, if the measure is approved by the National Congress.
The blockades occurred in several states across the country after the confirmation of the result of the 2022 presidential contest and led to court decisions to clear the highways. At the time, sanctions were imposed on participants, vehicle owners and companies identified as involved in the closures.
The amnesty was inserted in a provisional measure originally aimed at road freight transport rules, including mechanisms for monitoring the minimum freight rate and regulatory adjustments for the sector.
A revised version of the opinion will be presented on Tuesday (16), in a session at 1 pm, by the rapporteur. Deputy Zé Trovão stated that it is agreed with the President of the House, Deputy Hugo Motta (Republicanos-PB) that the text will be voted on on Wednesday, (17), in the Chamber plenary.
