According to a source in the economic area, the idea is to create a mechanism to “constrain” the Legislature not to generate new measures that generate overruns in the Budget.

The trigger for the idea of creating the summary was that it would generate more than R$100 billion in expenses per year if implemented.
Among them are the renegotiation of rural debts, new tax exemptions for churches and the creation of floors for categories.
