Government bets on Gilmar’s summary against bomb agendas – 06/20/2026 – Panel

The Lula government is betting on the creation of a binding summary by the Federal Supreme Court, presented by the

In the coming days, the Minister of Finance, Dario Durigan, should present Gilmar with suggestions for adjustments to the proposed text, but without changing the essentials.

According to a source in the economic area, the idea is to create a mechanism to “constrain” the Legislature not to generate new measures that generate overruns in the Budget.

It has already been recognized in the past that new expenses cannot be created without a corresponding indication of revenue, or spending cuts.

The problem is that today there is a need for the guidance to be respected. The summary would make the procedure automatic. The topic has already been addressed by Durigan and Gilmar.

The trigger for the idea of creating the summary was that it would generate more than R$100 billion in expenses per year if implemented.

Among them are the renegotiation of rural debts, new tax exemptions for churches and the creation of floors for categories.
