Brazil National Pact Against Feminicide aims to prevent discrimination, misogyny and gender-based violence against women and girls

In the caption, Janja praised the measure, stating that “with the Brazil National Pact Against Feminicide, President Lula’s Government strengthens protection, reception and justice for Brazilian women and girls”.

Pact Against Femicide

The Pact was established on August 16, 2023 by , but only on February 10, 2026 was it carried out an official signing ceremony of the interpower agreement (involving the Executive, Legislative and Judiciary). On that occasion, complementary decrees were also launched (such as , which integrated Ligue 180 into the pact).

The measure aims to prevent discrimination, misogyny and gender-based violence against women and girls through the implementation of intersectoral government actions. The instrument is divided into 3 axes:

  • primary prevention: actions to prevent violence from happening and that aim to change attitudes, beliefs and behaviors to eliminate gender stereotypes and promote a culture of respect and non-tolerance of misogyny. It includes the participation of sectors of education, culture, sport, communication, health, justice, public security, social assistance, labor and employment, among others;
  • secondary prevention: actions for early and qualified intervention aimed at preventing the repetition and worsening of misogyny and gender-based violence;
  • tertiary prevention: actions to mitigate the effects of misogyny and gender-based violence and to promote the guarantee of rights and access to justice through reparation measures and policies that address the comprehensiveness of human rights and guarantee access to health, education, security, justice, work, housing, among others.

The project is coordinated by the Ministry of Women and the actions are deliberated by the Steering Committee of the National Pact for the Prevention of Femicides, which has the participation of the Civil House and representatives of 10 other ministries.

In May, the 100-day milestone of the pact was celebrated with concrete results in combating violence against women. Among the main advances are:

  • the carrying out of a national effort, coordinated by the Ministry of Justice and Public Security, which resulted in more than 6,300 arrests of attackers.
  • significant reduction in the time for analyzing Urgent Protective Measures, which fell from 16 to around 3 days (with approximately 90% of decisions being made within 2 days).
