Otto Glöckel, who grew up as the son of a primary school teacher in Pottendorf/Lower Austria and became a teacher himself, became a lobbyist at a young age for more education, better teaching methods and a better position for teachers. He found many comrades-in-arms in social democrats and liberals, whom he called primarily in a mass movement Free school which he co-founded in 1905. However, it encountered ever-increasing resistance from the Catholic Church, the peasantry and the Christian Social Party, whose aim was to return to the denominational school the Biedermeier period.
