
The objective is to regulate the administration of condominiums by defining the training of professionals and responsibility for non-compliances or failures.
The Government is preparing a new legal regime for the management and administration of condominiumswith the aim of introducing greater transparency, responsibility and qualification in the sector.
The announcement was made by the Secretary of State for Housing, Patrícia Gonçalves Costa, during the opening of the Congress of the National Association of Condominium Administration Professionals (ANPAC), held last Friday.
According to the governor, the diploma is currently in the legislative circuit and should establish a clear legal framework for an activity that, to date, is not regulated. In parallel, the Executive intends to move forward with the creation of the “Digital Building Notebook”, a platform that will bring together all the relevant information about each property.
Patrícia Gonçalves Costa explains that future legislation will have as its main axes the regulation of the activity, the training of professionals and training condominium management companies.
“We have to ensure that the works that must be carried out are carried out happen every eight yearswe have to ensure that the condominium has the conditions to apply for financing. I see the administration of condominiums as a very important armed force in regulating the housing stock that populates our cities”, he emphasizes.
The need for regulation is also defended by ANPAC. The president of the association, Alexandre Teixeira Mendes, recalls that currently anyone can perform functions condominium administrator, regardless of their training or experience.
“What maintenance of a condominium is today has nothing to do with what it was 20 years ago and technical specialization is important. There has to be accountability for property managers, of course”, he argues to .
In addition to regulating the activity, Alexandre Teixeira Mendes advocates greater financial transparency for condominiums. Among the proposals is the possibility of presentation of accounts to the Federal Revenuesimilar to what happens with companies, which could allow the deduction of ICMS from expenses and reduce costs for condominium owners.
