Kiara’s mother filed a complaint, but backed down, days before the tragedy, saying that her 33-year-old husband “sometimes had daydreams” but that he was “a good father”. The four-year-old child was already flagged by the CPCJ.
The man who, in the early hours of Sunday, stood from the balcony of an eighth floor with his four-year-old daughter on his lap had already threatened to kill the child to cause suffering to his partner, according to .
The 33-year-old man and the couple’s daughter, Kiara, 4, succumbed to their injuries in the tragedy that occurred at three in the morning on Sunday, in a building in Praceta Habijovem, in the Urbanization of São Domingos, in Santarém. The man allegedly picked up his daughter and jumped from the eighth floor balcony.
Neighbors reported hearing the child calling for his father moments before the fall and said that what they saw will never leave their memory.
The previous threat would have been made in a context of domestic violence that had already given rise to two surveys. The first dates back to 2024 and ended up archived due to lack of evidence. The second was established this month, a few days before the tragedy.
According to information provided by the CM, the woman had filed a complaint against her partner, but would retreat. Two days before his daughter’s death, he reportedly told the PSP that the man “sometimes he had daydreams”, but he was “a good father”and expressed the intention to withdraw the complaint.
The most recent process began after a new report of domestic violence. The case went to the Santarém Public Prosecutor’s Office, which considered that the complainant had not been properly heard due to lack of an interpreter (the couple were of Indian origin and had lived in Portugal for several years).
The Public Prosecutor’s Office then ordered an urgent interview of the victim and an assessment of the risk. The investigation was carried out by the PSP, responsible for the family’s area of residence, which failed to meet the 48-hour requirement required by the MP. The woman was summoned last Friday, with an interpreter.
At the police station, Kiara’s mother declared that she did not intend to subject her partner to legal proceedings, and said that the two had rekindled their relationship.
Despite this, domestic violence is a public crime and the process does not depend solely on the victim’s will. According to the Attorney General’s Office, the investigation opened this month was ongoing and the situation was communicated to the Attorney General’s Office at the Family and Minors Court of Santarém. Authorities also found that the child was already signaled by the Commission for the Protection of Children and Young People (CPCJ) of Santarém.
The PSP classified the case as being of “medium risk”. The first investigation, opened in 2024, had been archived after the victim did not confirm the initial statements and other sufficient evidence was not collected. At the time, when they were interviewed by the authorities, both parties allegedly refused to give statements.
Even with the new process opened, the couple continued to live in the same house. According to known elements, discussions continued and the man allegedly threatened to commit suicide on some occasions.
“Unavoidable situations”
The Attorney General of the Republic, Amadeu Guerraargued this Monday that an effort has been made to prevent deaths in a family context, but stated that they happen “from one moment to the next” and are difficult to anticipate.
The Minister of Justice, Rita Alarcão Júdiceadmitted that the Domestic Violence Homicide Retrospective Analysis Team will analyze the four child deaths occurring since the beginning of the year in a family context. The objective, he said, will be to understand what can be learned from these cases and what measures can be adopted to prevent new tragedies.
