The Ministry of Science, Technology and Innovation gave 15 days, with no possibility of further extension, for the Instituto Saber Brasil (ICB), an NGO chaired by Karina Gama, to regularize the final accounting of a R$ 1 million agreement financed by an amendment from the federal deputy (-SP). The entire amount has already been transferred to the entity, and the original deadline for reporting expired on April 11th.
Karina is also managing partner of Go Up Entertainment, producer of “”, film about (PL). The revelation of dialogues in which the senator (PL-RJ), then owner of Banco Master, financed the film caused a crisis in the senator’s pre-presidential campaign.
If complete documentation is not submitted by early July, the ministry says it will “immediately begin procedures for the formal declaration of default.” The measure could lead to the NGO being registered in restrictive government registries, such as Cadin, Siafi and Transferegov.
The determination is contained in a letter dated June 17th. According to the ministry, the next step would be the opening of a Special Accounting, a procedure designed to investigate the facts, calculate possible losses to public coffers and identify those responsible.
In the agreement with the ministry, the institute should develop a digital literacy and entrepreneurship methodology for students in the 4th and 5th years of elementary school in the municipal network of Pirassununga (SP).
According to UOL, however, the project was not carried out in the city. School directors and residents said they were unaware of the initiative, the technical manager stated that the activities did not take place and the city hall reported having no records of the execution.
The execution period ended on January 11th. The final accounting should have been presented by April 11, 90 days after the end of the agreement.
On May 22, more than a month after this deadline, the institute requested an extension of the project’s execution period. The ministry denied the request on June 2 because, according to the ministry, requests of this type should have been made by December 12, 2025, 30 days before the end of the partnership.
Between the request and the denial, on May 28, the NGO sent a partial report on the agreement by email. The ministry states that it considered the document insufficient and that the report is not public because it remains under internal analysis and has not yet received a final evaluation.
When contacted through the institute’s consultancy, the ICB and Karina Gama did not respond until the publication of the report.
In another case, the same institute by the Government of the Federal District for failures identified in the execution of an agreement in the area of education. According to reports from the Department of Education, the NGO delivered robotics kits that did not work correctly, did not provide technical support and did not present the final project documentation.
At the time, the ICB denied that the agreement had not been fulfilled and stated that the planned activities had been carried out.
Instituto Saber Brasil also signed a R$108 million contract with São Paulo City Hall to provide Wi-Fi to low-income communities.
