Study highlights concern about the impact of technology on elections, social inequalities and political polarization

A survey conducted by the Ipsos Institute, at the request of the Luminate Foundation, revealed that only 28% of Latin Americans believe that their countries are already prepared to deal with AI (artificial intelligence). The survey covers Brazil, Argentina, Mexico and Colombia. 55% of respondents, however, support the creation of specific regulations for the technology. Here is it (PDF – 110 kB).

In Brazil, 29% of respondents trust the government’s ability to deal with AI. 54% of the population declares to have good knowledge on the topic, while 46% said they have already used AI-based tools on a daily basis. As the level of understanding about technology increases, so do concerns: 65% of the most knowledgeable people support regulation.

Among the risks identified by the survey, 43% of participants believe that AI could intensify political polarization. Concern about the integrity of elections was also highlighted, with 40% of respondents fearing that technology would compromise the transparency of the electoral process.

The use of AI by governments and politicians faces resistance. Half of those interviewed consider its use to determine access to social benefits or direct electoral campaigns unacceptable. Another 54% reject the application of AI in judicial sentences.

Research suggests that as technology advances, more people support measures that promote responsible innovation. Discussions about regulation have intensified, including projects being processed in the Brazilian Senate. Experts warn of the need for coordinated actions between governments and the participation of groups potentially affected by the impacts of AI in the development of effective public policies.

Global regulation and local context

Regulatory initiatives are already advancing in countries in the Global North, according to the UN. However, experts highlight the importance of adapting these regulations to the particularities of Latin America. The region faces the challenge of balancing technological innovation and social justice, ensuring that human rights are prioritized in the development of AI-based tools.
