Rudakov tells his soldiers to shooting at local vehicles, killing civilians and detaining them under brutal conditions.
The orders were issued during the Russian occupation of Nevsky, em Luhansk.
Broadcasts from radio intercepted data corroborate this finding.
Rudakov, allegedly a repeat offender with a history of criminal behavior, is missing since October 2024, according to Russian military records.
Ukrainian forces contacted the officer’s father, who confirmed his son’s disappearance after being moved to a new area in Ukraine.
The 3rd Assault Brigade submitted the collected evidence, including videos and intercepted communications, to be used in international war crimes investigations.
The case, warns the newspaper, is yet another example of continued violations of international humanitarian law by Russian forces.
Last November, two civilians were killed and another was injured in Toretsk, in the Donetsk region, when Russian troops fired on a residential area.
