STF President states that power costs R $ 132.8 billion, including MP and Defensoria expenses, but CNJ report shows that these values are not computed
A note from the Communities of the X (former Twitter) a statement by the president of the Supreme Court (STF), Luís Roberto Barroso, about the cost of the judiciary in Brazil.
During the solemn opening session of the judiciary, on Monday (3.FEV.2025), Barroso took stock of justice in Brazil. The STF president stated that the cost of power was R $ 132.8 billion, representing 1.2% of GDP (Gross Domestic Product). However, Barroso made a caveat, stating that the cost would include the MP (Public Prosecution Service) and the Public Defender’s Office.
The X Communities employees, in a statement, corrected the Court Minister, saying that, according to the CNJ (National Council of Justice), the amount of R $ 132.8 billion “It refers only to the expenses of the Judiciary in 2023, not encompassing the expenses of public ministries and public defenders ”.

According to X, the program aims to “Add context to potentially misleading posts. Employees can leave grades in any post and, if enough employees with different points of view classifying this note as useful, it will be displayed publicly in POSt”.
The report “Justice in numbers 2024”, Produced by the CNJ compared to 2023, indicates that the total expense related to the judiciary was R $ 132,753,957,654, being R $ 119.7 billion spending on personnel and R $ 13 billion with other expenses, such as capital expenses and current expenses.
According to the CNJ, the courts of 2nd and 1st degrees, the appeal classes and the special courts are included at these costs. Neither the MP nor the Defender’s Office are taken into consideration. Read here (PDF – 16 MB) of the report. Cost graphics are on page 64 and are reproduced below:

In personnel costs, the 18,265 magistrates with provided positions would be included.
The magistrates are from the Superior Courts (76), the Appeals (1,619), the 2nd Degree (2,647), the Special Courts (4,072) and the 1st Degree (13,686) – some positions of the Special Courts, the Appeal Courts and the 1st degree overlap.
Also within this expense would be 229,588 provided servers and 152,688 assistants. Among the other expenses, one of the most relevant would be with computer spending, representing 27.9% of the total amount of this headline, of R $ 3,642,358,760.
STF ministers and billionaire Elon Musk, owner of the X, are at the center of a long dispute. The tensions were stretched in 2024, after the Supreme Minister Alexandre de Moraes sent in Brazil in August 2024.
The reason presented at the time was the breach of decision by the company, which did not present legal representative in the country. Moraes’s decision was unanimously by the 1st class of the STF. Musk even called the STF minister and accuse the court of.
