The management of () broke, last Friday (21), a contract of R $ 47 million with a company in charge of building the athletics track at the Mário Covas Olympic Center, in the west of the state capital.

The company had already received $ 37 million, almost 80% of the total, but delivery is late in more than a year. The governor had a disciplinary investigation opened on those in charge of overseeing the project and determined sanctions to the contractor.

The unilateral break came amid the dissatisfaction exposed by Tarcísio to interlocutors about the performance of the Sports Secretariat, a folder of the Governor’s Republican quota, headed by the reformed colonel of the Helena Reis Military Police.

The work at the Olympic Center is one of the three projects that Tarcisio lists among its priorities for sport (the others are the reforms of the Ibirapuera Gymnasium and Stadium in the South Zone). Everyone walks a smaller pace than the governor wants.

In a clear message of dissatisfaction with the area, still in April last year, Tarcisio called the secretary and had the whole summit of her cabinet (including names of the Chief of Staff, Executive Secretariat and Coordination).

Helena was preserved and, to interlocutors, Tarcisio said she does not have the profile of exposing the head of her team to dismissals of this nature, preferring to give the co -religionist a second chance.

In these conversations, he denied that he kept the secretary to avoid wear with his own party. But among allies, the expectation was for Helena herself to understand the message and resigned – which did not happen.

The Mário Covas Olympic Center is an area of ​​174,000 m², opened 20 years ago, which has a series of high performance sports equipment. The new work foresees an international standard athletics track – with eight rays of 1.22 meters wide, structure for heels, throws and releases, as well as a thousand places.

The work, hired in August 2022 with the Recent Construções, during the management of Rodrigo Garcia (without party), had an original completion period of 18 months (until February 5 last year).

The new folder team, which took over in April, also formed by reserve military police, signed three additive terms to the original contract extending the delivery of the works. All deadlines were burst.

Tarcísio, who accompanied the construction from the project’s evolution reports, decided to see the work at the end of last year, without warning the press and without putting the visit on his official agenda. He was accompanied by the state controller of the state, Wagner Rosario, and a small number of security. Tarcisio assistants say secret visits are common.

He returned contradicted, saying that there were wrong -stocked materials (which compromised the final quality of the work) and a series of poorly performed services.

He also said that the percentage of advancement of the work (80%) could not be real because much of what was there would have to be redone. Then, it determined the opening of processes to investigate the conduct of the inspectors who endorsed the reports of advancement of the works and procedures to the company – the government will ask for compensation for the amounts paid and the costs it will have for the completion of the project.

Although the work was done by the Secretariat of Sports, the inspection was outsourced and executed by another state agency, the CDHU (Housing and Urban Development Company).

In January, Recoom tried to negotiate a new length of deadlines and responded to the information that the government would begin the unilateral breaking process of the contract, which occurred last Friday (21). This Thursday (26), the first warning, retroactive, was applied to the company.

The Remoma specializes in sports floors and, only between 2023 and 2024, received R $ 120 million from the São Paulo government, in contracts with both the sports portfolio and the Department of Education.

Among the questions, the company listed differences in land quality (which has already housed a dump), reallocation of the work to three meters away from the original project, delays to install water and energy for the work and the “atypical number of rainy days”.

The main issue of the company is that the area previously was a dump, and the studies indicated that there were eight meters of residual soil on the ground. By playing the work, however, the observed depth was much larger, 20 meters, which caused series delays.

Also according to the company, the rupture determined by the Tarcisio management is “arbitrary and unfounded”. The company filed a writ of mandamus at the Court of Justice to reverse the secretary’s decision.
