A bill in Alesp (from São Paulo) on careers in the won an amendment with no relation to the original proposal and aiming at a punctual order: to make the transfer of an advisor to the president of TCE-SP (State Court of Auditors) to months from the court counselor.
“Jabuti” (which, in political jargon, refers to the insertion of something detached from the proposal) was signed by state deputy Eduardo Nóbrega (), a member of the Constitution, Justice and Writing Commission, where the analysis of the legal and legal aspects of the projects occurs.
Rapporteur, he gave a favorable opinion to the approval of the initial bill, authored by state deputy Professor Bebel (), and suggested the amendment for the transfer of the server. The target of the movement is Wilson Canhedo Junior, an effective employee of the PGE (State Attorney General) assigned to the Court of Auditors. Wilson plays the role of advisor and is crowded in the office of President Antonio Roque Citadini, who is five months old, age limit for compulsory.
Wilson’s position of origin at PGE is an intermediate -level administrative officer, with a starting salary of R $ 3,432.26, according to the Transparency Portal. As advisor to TCE-SP, he receives R $ 41,634.01, more advantages, allowances and aid.
Asked, the TCE-SP states that Wilson has been made available to the court and has been crowded in Citadini’s office as an advisor since 2007. He also says that, in the case of any approval of the amendment, “there will be no change in office and will not imply any modification in relation to the current remuneration.”
That is, according to the Court, the server would belong to the staff of the Court of Auditors as an administrative officer, which until then belonged to the Attorney’s Office, “and also would continue to hold the position of the Attorney Technical Advisor.”
“As it is a state servant who has been in an organ for me for almost 18 years, for me it meets much more to the interest of the Administration, for the specific knowledge acquired, that he continues where he is. So he would be. This position of the Attorney’s Office would pass to the Secretariat of the State of São Paulo,” says the author of the amendment.
The proposal was amended to the Bebel project, which deals with careers of education professionals and that speaks of correcting a resolution distortion that, according to her, has been used to dismiss directors, unrelated to the Court of Accounts. Asked, the deputy said she was unaware of Nobrega’s amendment.
The deputy said that his legal advice first evaluated that the amendment should be presented in an administrative readjustment discussion, as occurs in Bebel’s project, but after reevaluation, they consider it to have been an inappropriate framing.
Nobrega said he will suppress the amendment to present it in another project-which creates a program with bonuses for those who choose voluntary retirement in the court.
However, there is another proposal for Nobrega amendment to a court project on the court that also deals with the transfer of the same server.
Currently, there is one for the creation of positions, the readjustment of salaries and the implementation of a program of incentive to voluntary retirement months before the departure of the president of the Court.
Nobrega said he became aware of the server’s situation “of some suggestions that came from the Court of Auditors,” but denied it from Citadini. According to him, during the period of choice of the counselors, he learned of “some issues that would be from the Court of Auditors and that would need legislative update”.
