An audit by the Paraíba State Court of Auditors concluded that there is no evidence that the new nominee for the position of counselor of the agency, Alanna Galdino, provided services during which she was an employee at the Paraíba Planning Secretariat.
She is by state deputies.
The audit that pointed to evidence of Alanna would be a kind of ghost server was finalized on Monday (14) by the technical area of the court. The report was unable to contact her.
Alanna is a medical student and graduated in law. She has no registration with the Brazilian Bar Association (OAB) and used the period of operation in the commissioned position of the Secretariat of Government Programs of the Secretariat as proof of notorious legal, accounting, economic and financial knowledge, a requirement for the position.
“There is no documentary registration in the Planning and Management Secretariat that can prove the provision of services by the former supporter. (…) Evidence show that Alanna Camilla Santos Galdino Vieira had not even registered as a user of the computer systems used by the Secretariat,” the auditors say in the document.
The audit recommends that the counselors end the request of the Public Prosecution Service to suspend the possession of Alanna until the final judgment of the case. The forecast is that the subject will be appreciated on the 23rd, after the Easter holidays and Tiradentes.
The auditors claim that the nominee for the ECA received R $ 646 thousand from 2012 to 2017 and from 2019 to 2025 even without proof of the service provided at the Planning Secretariat.
Alanna Galdino’s approval in the assembly took place on March 18 and remains in an imbroglio in court and the ECA because of the rite of choice and the notorious knowledge of the nominee, which had the endorsement of 31 state deputies and 1 opposite vote, as well as an abstention – of her father, Adriano Galdino, president of the house.
Alanna was a unique candidate and is the first woman suitable for the function of counselor. Governor João Azevêdo (PSB) formalized the appointment on the same date.
The nomination for the open vacancy was up to the Paraíba Assembly. The position of ECA counselor is lifelong, with compulsory retirement at 75 years and salary of almost $ 40,000 per month.
Despite not voting in favor of her daughter, as she abstained, Adriano Galdino played a decisive role behind the scenes for the nomination. He is an ally of the president of, (Republicans-PB), and one of the quotes to compete in the Senate in 2026 in the state.
In the first instance, the court barred the appointment. On the 4th, the President of the Paraíba Court of Justice, Judge Fred Coutinho, accepted the appeal of the Assembly and resumed the appointment of the new TCE-PB counselor. For the magistrate, the process is still underway. “The administrative act did not even conclude its cycle of formation, missing the internal phase of the TCE/PB, being premature any intervention of the judiciary.”
Attorney Isabella Barbosa Marinho Falcão and Sheyla Barreto Braga de Queiroz of the Paraíba Public Prosecution Service understand that Alanna’s curriculum “does not clearly demonstrate the attendance by the objective requirements required to appoint the position of Counselor of the Court of Auditors”, without showing the notorious knowledge.
For the Public Prosecution Service, which filed a lawsuit against the ECA, “the election of a court counselor cannot be used as a means of benefiting from family members of political agents and as a bargaining chip.”
For auditors, Alanna does not meet the requirements for the notorious legal, accounting, economic and financial or public administration.
“Only the diploma of higher education does not lead to the assessment of notorious knowledge, since someone may have a higher level diploma and do not have notorious knowledge. It is added that the candidate has no professional experience in the related areas,” says the technical document.
In addition, the audit points to the practice of crossed nepotism during the period in which Alanna held the commissioned position at the Planning Secretariat while the father was president of the Assembly, responsible for overseeing the state executive.
The technical area of the ECA also disputes the absence of sabbath in the process of choosing Alanna. According to the audit, the Assembly claimed that she already had the notorious knowledge and that, therefore, the argument would be unnecessary.

Alanna’s rite of choice lasted 13 days from the nomination to her appointment by the governor.
