Lula appoints second black prosecutor to occupy a vacancy of judge in a Federal Court

The President named last Tuesday (3) the prosecutor Julio Cesar de Castilhos Oliveira Costa, from Espírito Santo, as judge of the Federal Regional Court of the 2nd Region, responsible for the State and Rio de Janeiro.
