Lula sanctions in this 2nd program that allows tax return

President Luiz Inacio Lula da Silva (PT) will sanction on Monday (28), the bill that creates the program “Believes Export”. The federal government’s initiative focuses on the performance of micro and small companies in the international market. The text was approved by Congress in early July.

The ceremony, scheduled to start at 4 pm, in the East Hall of the Planalto Palace, will be attended by the Vice-President of the Republic and Minister of Development, Industry, Commerce and Services, Geraldo Alckmin, and other ministers. At the time, the regulation of the law will also be detailed.

As stated in the text, believers export will restore the percentage of 3% of outdoor sales revenues made by micro and small companies, amount corresponding to the portion of taxes paid along the production chain.

This “return” may occur through compensation to pay other taxes due and upon reimbursement of the amounts to the beneficiary. The program focuses on only small businesses because there is a fiscal impact.

According to data from the MDIC Secretariat of Foreign Trade (Secex), by 2024 the universe of exporting micro and small companies (adding individual microentrepreneurs-MEI, Microcepresses and Small Enterprises-EPP) accounted for 40%, or 11,500 companies from 28,800 that made foreign sales in the period.

Exports of these companies reached, in the same year, US $ 2.6 billion, mostly composed of transformation industry products (72.3% of total exports performed by micro and small businesses).

“Before the American problem, we were already preparing a bill to stimulate Brazilian exports, earn market. After implementing the tax reform, the tax credit, called credit cumulative, but this will only be completed in 2032, so, until then, we are making the immediate return of 3% of the exported value to the exporter,” said the vice president last week.

Alckmin also said that the conversation with the US, to reverse the 50%rate, is focused on dialogue and negotiation, as directed by Lula. “Brazil has never left the negotiation table,” he said, assessing that it is an “injustice” to apply this level to Brazilian products.
