Carmen is pressured to unlock the agenda on the TSE – 07/31/2025 – Power

The minister arrives in the presidency of the (Superior Electoral Court) under pressure from colleagues, lawyers and observers of the Court to unlock the judgment agenda and give progress to important cases of being decided before the 2026 elections.

In the first half of this year, the Electoral Court suffered from dehydrated sessions, cases of poor relevance and many trials on the list – in a block – leaving more relevant processes without prediction to be guided.

Among them, there are urgent actions that involve the possibility of canceling the governors of Rio de Janeiro, Claudio Castro (), and Roraima, Antonio Denarium (PP). There is no date for analysis of either case.

The action against it is related to the appointment of allies and electoral cables of the governor in a foundation of Rio and suspicions about a secret payroll, revealed by in 2022.

Denarium’s, on the other hand, is suspected of abuse of economic power in the 2022 elections, due to the alleged use of the public machine in favor of the governor’s reelection and the use of electoral social programs. Both governors refuse to have committed irregularities.

Another action ready to be tried by the TSE is the one that asks for the cassation of the, paralyzed in April 2024.

At the time, new steps were determined in the case, with the purpose of supporting a court decision on suspicions of abuse of economic power that weigh against the parliamentarian. He denies any irregularity.

These are some of the actions pointed out as priority by court members and people who follow the processes, and who need to be resolved before the pre-election period.

Sought through the TSE’s advice, Minister Cármen Lúcia did not comment.

The TSE is made up of seven full members who occupy the seats in a rotating way. Three members are from (Supreme Federal Court), such as Cármen, two from the STJ (Superior Court of Justice) and two of the so -called Jurists – Member of the Advocacy.

Carmen, who succeeded Alexandre de Moraes in charge of the TSE in June last year, should be until the same month of 2026 at the post, when the presidency will pass.

Even before the presidency, the minister helped elaborate measures to combat fraud in campaigns through the use of artificial intelligence. Then he supervised a municipal election that he called, in a commemoration ,.

It avoided, however, to comment on small and medium municipalities in the country and said it had not seen failure in the election.

As they revealed reports of Sheetin cities in various states of the country there were indications of buying mass votes through the collective and illegal transfer of voter securities between one city and another.

In the first half of this year, one of Carmen’s main concerns was to set up, with the preparation of a list of only women for one of the vacancies of the Court’s holders, sent to choose President Lula (PT).

Carmen argued that with the departure of the minister of (Superior Court of Justice) Isabel Gallotti and from the Court’s own until next year, the TSE would have seven men as members.

Lula ended up choosing, on the list, the name of Estela Aranha, considered a personal choice of carmen and which is related to the minister’s priorities in his management.

Estela is a former secretary of digital rights of the Ministry of Justice and considered a name fit to participate in an election in which issues related to Big Techs and Artificial Intelligence will be relevant.

The expectation now is that, with the current composition of holders, Carmen can mark the analysis of important cases in the Court.

Currently, the court is composed by Cármen itself, Kassio and André Mendonça do Supreme. By STJ, the members are Gallotti and Antonio Carlos Ferreira. Already by law, the holders from this month will be Floriano Azevedo and Estela.

Other important actions that can be judged in the coming months is that of the so -called “magic words”, which fix what is early electoral propaganda.

In addition, another subject that can be discussed in the court is suspected of using parliamentary amendments such as indirect campaign financing.
