Codo ignored calls to save 92 -year -old man; But Igas does not establish relationship with death

Urgent Patient Orientation Centers (CODO) of INEM

The Codo did not answer or return urgent calls to save 92 -year -old man. However, the General Inspection of Health Activities (Igas) does not establish causal link with the death of a user. “The outcome would probably be similar.”

Igas announced, on Monday, to have identified failures in calling for Codo, in the case of a 92-year-old man who died in Matosinhos during the strike of technicians from the National Institute of Emergency Medical (INEM), on November 4, 2024.

“It was concluded that the Codo did not answer the calls of request for assistance and did not make “Callback” [devolução de chamada perdida]which delayed the aid to the victim ”, reads in a statement from Igas about the conclusions of the inquiry into the death of the elderly.

Despite this recognition, no causal relationship was established Between this Codo failure and the death of an elderly in Matosinhos during the strike of INEM.

“It is not possible to establish a causal link between this delay and the fatal outcome, and the medical expertise referred to that in a cardiac arrestin patients over ninety years old, the survival rate is reduced and the outcome would probably be similar Even under optimized conditions, ”concluded Igas.

The report of the survey to the eventual delay in care by the urgent patients’ orientation centers (CODO) was approved on 11 August and sent to the INEM Board of Directors, the Matosinhos Local Health Unit, the Porto District Public Prosecutor, and the Minister of Health’s Office for knowledge.

That aggravated the delays in the care of INEM: the strike to the overtime of prehospital emergency technicians (TEPH) and the stoppage of the civil service.

An earlier report from Igas revealed that, on this day, more than half of the calls for INEM was abandoned, with only 2,510 of the 7,326 called.

In addition to the report on the impacts of strikes on the response capacity of the urgent patient orientation centers (CODO), Igas autonomized reports related to 12 deaths. This is the 11th case already completed and in two of them the deaths were associated with the delay in the rescue.
