The Cruzeiro do Sul City Council sanctioned this Tuesday (19) Law No. 1,049/2025, which establishes new rules for the protection and welfare of domestic animals in the municipality. The standard covers from population control measures to the application of maltreatment penalties, as well as the prohibition of the use of firecraft fires with any type of event.

By law, dogs, cats, and others living under human protection, in public houses or public spaces are considered. The text defines as practical abuse such as abandonment, physical aggression, deprivation of food and water, inappropriate confinement, lack of veterinary care and unlicensed creation.
Among the main actions planned is the creation of the Municipal Free Castration Program, which focuses on homeless animals, low -income families and those rescued by NGOs and independent protectors registered in the city. To ensure the operation of the program, the city may enter into agreements with veterinary clinics, universities and entities linked to the animal cause.
Another highlight is the prohibition of the use, manufacture and marketing of stamped fireworks, as it seeks to protect both animals and elderly, children and people with hearing sensitivity.
The law also establishes penalties for those who disrespect the rules:
• R $ 1,500 per animal in cases of abuse, a amount that can double in case of recurrence;
• R $ 2,000 for individuals and R $ 5,000 for companies or organizers who use stamped fireworks;
• Warning or fine of R $ 1,000 for those who fail to comply with rules related to castration and population control.
The amounts collected with fines will be reversed in animal protection programs, including castration, maintenance of shelters and awareness campaigns.
The Municipal Secretariat of Environment will be responsible for receiving allegations of abuse, which must be sent to the competent bodies. In cases of act, the guidance is to trigger the Military Police or the Public Prosecution Service by number 190.
The new legislation comes into force immediately, but the municipal executive will have 90 days to regulate its application.
