The Senate should vote, this week, the bill that fights the so -called “adultization” of children and adolescents. After the opposition reaches an agreement with the mayor, Hugo Motta (Republicans-PB), last week, the expectation is that the analysis of the text by the senators will be done without difficulty.
Although Senate President David Alcolumbre (Union-AP) did not officially define the report of the bill in the house should be done by Senator Flavio Arns (PSB-PR), who also had this function when the text was first analyzed.
Government leader in Congress, Randolfe Rodrigues (PT-AP), said this is Planalto’s priority in Congress for the week. The text is expected to be voted with agreement, in the same bases approved by the House. The text returns to the Senate for having changed deputies in relation to the original version.
The debate about the project gained national prominence after the repercussion of the video of the Felca influencer, which raised discussions about the early exposure of children and adolescents on social networks.
Authored by Senator Alessandro Vieira (MDB-ES), the project, which was informally known as the Digital Child and Adolescent Statute (ECA), states that digital platforms should facilitate access to information about what children do online, preventing exposure to crimes such as pedophilia.
The text provides that social networks should adopt a kind of “careful duty” in relation to minors, imposing a series of protection measures and blaming companies that do not comply with these obligations. According to the project text, parents should have access to control mechanisms, so that they can prevent the visibility of certain contents, as well as limiting direct communication between adults and minors and restricts the time of use. For this, the project allows the creation of accounts by children as long as they are linked to accounts or profiles of legal guardians.
