The former Minister of Social Security, will give testimony on Monday (8) at the Mixed Parliamentary Commission of Inquiry (CPMI) of the National Institute of Social Security (), in session at the Federal. Lupi’s testimony, who commanded the portfolio from 2023 to May 2025, is considered “essential” for the investigation, as stated by CPMI rapporteur, federal deputy Alfredo Gaspar (Union-AL).

Lupi resigned from office after an operation of (PF) and the Comptroller General of the Union (CGU) reveals an alleged scheme of undue discounts on Retirement and INSS. The main objective of parliamentarians is to clarify which measures were adopted by the former minister from the moment the scheme was discovered.

Internal information from CPMI’s Ministry of Social Security suggests that Lupi would have been notified of the irregularities about a year before the operation’s outbreak, but would not have acted to stop discounts. Rapporteur Alfredo Gaspar seeks in the testimony to confirm a possible prevarication, that is, if the ministry was aware of criminal practice and omitted.

Carlos Lupi, in turn, denies any involvement in the scheme and reinforces that he is not investigated for PF and CGU operations. He is the first former Minister of Social Security to be heard by the investigation board.
